This is the bridge replacement project we discussed on the phone yesterday. We’re replacing Bridge No. 73 (SR 1324)
on Ollie Harkey Road (SR 1324) in Davie County with a new bridge. We believe this project can be authorized under a
NW 3. This is a courtesy copy for DWR. A copy of the permit drawings, stormwater management plan, cultural resource
reviews, and NLEB streamlining form (with clearing acreage) are attached.
Also, we committed to a tree clearing moratorium from May 15-August 15 as a conservation measure to avoid
disturbing potential Northern long-eared bats in their summer roosting habitat under the ‘Interim 4d rule’. However,
with the issuance of the ‘Final 4d rule’, NCDOT will no longer meet the moratorium.
or the proposed action, NCDOT has committed to the conservation measures listed below:
Thus, f
1)No alterations of a known hibernaculum’s entrance or interior environment if it impairs an essential
behavioral pattern, including sheltering Northern long-eared bats (January 1 through December 31);
2)No tree removal within a 0.25 mile radius of a known hibernacula (January 1 through December 31);
and
3)No cutting or destroying a known, occupied maternity roost tree, or any other trees within a 150-foot
radius from the known, occupied maternity tree during the period from June 1 through and including
July 31.
NCDOT has determined that the proposed action does not require separate consultation on the grounds that
the proposed action is consistent with the final Section 4(d) rule, codified at 50 C.F.R. § 17.40(o) and effective
February 16, 2016. Section 7 responsibilities are therefore considered fulfilled.

General Project Narrative: This project, SF-290073, consists of constructing a new 55' single span bridge (1 @55'), 30' out-to-out width which will replace the existing 30'-6" single span bridge (1 @30'-6").
(Description of Minimization of Water The project is located near Mocksville, NC on SR-1324 which is classified as a local road. The surrounding area is rural residential and agricultural land. The drainage area for
Quality Impacts) Dutchmans Creek at this crossing is approximately 6.2 square miles.
The project drainage system consists of drop inlets and pipes that drain to roadside ditches. Riprap aprons are located at the end of each pipe outfall and where ditches
tie into the stream banks.

Replace Bridge No. 73 over Dutchman Creek on SR 1324 (011ie Harkey Rd) in Randolph County. Bridge
No. 73 will be replaced at existing Iocation. The Area of potential effects is 75 feet either side from the
centerline of the roadway/bridge and 300 feet from either end of the project. . Project length is
approximately 500 feet. There will be an off-site detour but no work is anticipated on the detour.
Temporary and permanent easements are required.

Description of review activities. results, and conclusians:
Review of HPO quad maps, HPOweb GIS mapping, historic designations roster, and indexes was
conducted on 11/17/14. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in
the Area of Potential Effects (APE). Built in 1969, Bridge No. 73 has not yet been evaluated for the
National Register of Historic Places (NRHP) according to the Historic Bridge Inventory due to
insufficient age. Davie County GIS mapping and property records revealed no properties over the age of
fifty years old within the project APE. This is further confirmed by aerial photography and satellite
imagery. The APE lies in eastern Davie County and consists of mostly cleared farmland dotted with
patches wooded terrain and residences and farms Thus, a survey is not required for this project.

Project Description: The NCDOT proposes to replace Bridge No. 73 on SR 1324 (011ie Harkey Road)
over Dutchman Creek in Davie County. Bridge No. 73 was built in 1969, and is considered to be
structurally deficient andfunctionally obsolete; therefore, it has been selected to be replaced under the
State Funded Bridge Replacement Program-Design-Build Year 4 Express Design-Build. There may be
minor ditch-line impacts, and an off-site detour is to be used during construction. The Area of Potential
Effects (APE) will measure approximately 75 feet to either side of the centerline of the roadway/bridge
and 300 feet from either end of the bridge. Based on these measurements and the size of the existing
bridge, the APE measures approximately 88,955 square feet or about 2.04 acres, inclusive of the existing
roadway and the existing structure to be replaced.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed
the subject project and determined:
� There are no National Register listed ARCHAEOLOGICAL SITES within the project's
area of potential effects.
❑ No subsurface archaeological investigations are required for this project.
� Subsurface investigations did not reveal the presence of any archaeological resources.
❑ Subsurface investigations did not reveal the presence of any archaeological resources
considered eligible for the National Register.
❑ All identiiied archaeological sites located within the APE have been considered and all
compliance for archaeological resources with Section 106 of the National Historic
Preservation Act and GS 121-12(a) has been completed for this project.

An archaeological survey and evaluation of the proposed replacement of Bridge No. 73 on SR 1324 (011ie
Harkey Road) over Dutchman Creek in Davie County was conducted on February 7, 2015, by Terri Russ
and Laura Griesmer of Environmental Services, Inc. (ESI). As a result of the investigations, no
archaeological sites were located within the project's APE. No further archaeological investigations are
needed far this project. I concur with this recommendation as the proposed bridge replacement project
will not impact significant archaeological resources. If the project expands and impacts subsurface areas
beyond the defined APE, further archaeological consultations will be necessary.

Brief description of review activities, results of review, and conclusions:
ESI conducted an intensive archaeological survey for the replacement of Bridge No. 73 over Dutchman
Creek on SR 1324 (011ie Harkey Road) in northwest Davie County, North Carolina (Figures 1 and 2).
As defined by the NCDOT, the survey area (Area of Potential Effects [APE]) for archaeology measures
approximately 300 feet (91.44 m) from either end of Bridge No. 73. The corridor is approximately 150
feet (45.72 m) wide, extending 75 feet (22.86 m) on each side of SR 1324 from its present centerline.
A map review and site file search conducted by NCDOT on 25 November 2014 revealed that no
previously recorded archaeological sites have been identiiied within a one-half mile radius of the APE. A
search of the North Carolina State Historic Preservation Office online database (HPOWEB GIS Service)
revealed no previously recorded historic architectural resources within the APE that have the potential to
yield intact archaeological deposits.
Topographic maps, aerial photography, United States Department of Agriculture (USDA) soil survey
maps, and historic maps were examined for information on natural or cultural factors that might have
affected site locations or preservation. The c.1910 Rural Delivery Route Map, 1927 Soils Map and 1936
Davie County Road Survey all appear to show the current road alignment and crossing. No structures are
depicted near the project APE.
The APE consists of a mixture of pasture and wooded areas. Oriented roughly North-South, Bridge No.
73 and 011ie Harkey Road cross Dutchman Creek, which drains southeast into the Yadkin River. Map
units (soil series) are named for the major soil or soils within the unit, but may have minor inclusions of
other soils (NRCS 2013). The soil units mapped within the APE are listed in Table 1. The majority of
the APE is comprised of Codorus loam, frequently flooded (CoA). This somewhat poorly drained soil is
encountered on floodplains. The northern end of the APE is mapped as Clover silty clay loam (CnC2; 8—
15% slope). This moderately eroded, well-drained soil series is encountered on hillslopes, and typically
consists of less than 20 centimeters of silty clay loam over silty clay. The southern boundary of the APE
lies within an area mapped as Clover silt loam (CmD). Although mapped as being an area e�ibiting
between 15 and 25 percent slope, field investigations indicated that the topography in this portion of the
project area was gently sloping to nearly level.

The current archaeological investigation included pedestrian (visual) inspection and shovel testing within
the APE. Photos of the project area are shown as Figures 3-8.
A systematic visual inspection of the APE was undertaken to search for surface artifacts, above-ground
resources, or other signs of cultural activity. The northeastern and southeastern quadrants of the APE are
located within a gently sloping pasture. Jim Iverson, the owner of the land along the eastern portion of
the APE, indicated that the area had been terraced and ditched in the past for agricultural purposes, and
that an unpaved access road to his field (within the southeastern portion of the APE) had been built up
with surrounding soil and gravel. Iverson, who has owned and farmed the property for several decades,
indicated that he had not noticed any artifacts while tilling the fields. The northwestern quadrant of the

APE consists of wooded areas and a fallow field. The southwestern quadrant of the APE is wooded, with
a moderately dense understory of green briar and other vegetation. Surface visibility was generally poor
due to ground cover and existing vegetation; however, a general visual inspection of the APE and
immediate vicinity revealed no surface artifacts, structural remains, or other signs of historic ar
prehistaric cultural activity.
Ten shovel tests were excavated within the APE (see Figure 2 for shovel test locations). Shovel testing
within the southeastern quadrant (Shovel Tests [STs] 155-157) revealed previous disturbance and
erosion. ST 155, excavated at the southern end of the APE, contained 10 centimeters of light reddish
brown and yellowish brown sandy loam and gravel over light reddish brown sandy clay. In contrast, ST
156, excavated 30 meters north of ST 155, revealed 45 centimeters of dark yellowish brown sandy loam
over an olive yellow compact clay. ST 157 encountered compact reddish brown sandy loam and road
gravel.
STs 158 and 159, excavated in the northeastern quadrant of the APE, contained 10 centimeters of fill
(brown sandy loam and gravel) over 20 centimeters of brown loam. Subsoil was a compact light reddish
brown clay or silty clay.
ST 161, excavated along the side slope in the northwestern quadrant, encountered 30 centimeters of light
brown sandy loam over light yellowish brown silty clay. ST 162, excavated within the floodplain of
Dutchman Creek, consisted of 25 centimeters of dark yellowish brown loamy sand over 35 centimeters of
dark yellowish brown silty loam. A grayish brown sandy clay loam was encountered from 60 to 80
centimeters below ground surface; water was encountered at this point and the shovel test was terminated.
STs 163-165 were excavated in the southwestern quadrant of the APE. This area exhibited dense
undergrowth and pushpiles of soil along the existing road. Shovel testing encountered less than 25
centimeters of yellowish brown sandy loam over reddish brown clay. Shovel tests measured 30
centimeters in diameter and were excavated to sterile subsoil or the water table. All soils were excavated
by natural levels (soil strata) and screened through a 0.25-inch hardware mesh. No artifacts were
recovered from any of the shovel tests.
Based on the results of the background research and field investigations, no archaeological resources are
located within the APE for Bridge No. 73 in Davie County. It is recommended that this project be
allowed to proceed without concern for impacts to significant cultural resources. Should the boundary of
the proposed APE be expanded or moved, additional archaeological investigations may be necessary, as
determined in consultation with the NCDOT and/or SHPO per the Programmatic Agreement.
