9. NARRATIVE DESCRIPTION:
Project Setting
US 258/NC 24 is a primary route connecting the City of Jacksonville to the cities to the north and
west of it. It is currently a five lane paved highway, including two north bound lanes, two south
bound lanes, and a center turn lane. Ridge Road and Blue Creek Road are two-lane paved roads
intersecting with the highway at approxnnately 0.7 miles west of the city limits of Jacksonville, and
are in the same general vicinity where the highway crosses over a culverted section of Blue Creek.
Ridge Road currently intersects with US 258/NC 24 at approximately 300 feet northwest of the
intersection of Blue Creek Road and US 258/NC 24.
A traffic analysis in 2015 indicated that approximately 59,000 vehicles per day travel through the
project area. Cunently, the southbound approach of Ridge Road to US 258/NC 24 is operating at a
level of service (LOS) F during the peak aftemoon hour and the northbound approach of Blue Creek
Road to US 258/NC 24 is operating at a LOS F during the peak moming hour. Traffic forecasts for
the yeu 2035 indicate that conditions at Ridge Road do not nnprove without wrrective action and
the LOS at Blue Creek Road deteriorates to LOS F for both the moming and afternoon without
conective action. Crash data also indicate that eighty-five traffic accidents were reported in the
project area between the years 2010 and 2014.
The predominant land use along Ridge Road and Blue Creek Road is residential home sites, with
several large tracts of undeveloped land in the area. The US 285/NC 24 conidor is a mixed use area,
with both businesses and residential dwellings along both sides of the highway. Pine/hardwood
forest type vegetation exists along the high ground portions of the project, with bottomland
hardwood forest type vegetation and Section 404 Wetlands adjacent to the floodplain of Blue Creek.
There are no Coastal Wetlands in the project azea. Elevations range from approximately 10' to 20'
above sea level.
The four travel lanes, and the left turn lane located between the existing travel lanes of US
258/NC 24, are a1112' wide lanes. Additionally, there is an approximately 12' wide and 300' long
right turn only lane onto Ridge Road adjacent to the north bound travei lanes of US 258/NC 24.
Curb and gutter currently lines the sides of US 258/NC 24, collects stormwater from the road, and
channels it into a pipe system that discharges into the side of the culvert over Blue Creek.
Stormwater from Ridge Road and Blue Creek roads sheet flows over the road shoulders into ditches
flowing to Blue Creek.
The culvert over Blue Creek is approximately 350' southeast of Blue Creek Road and it is box
culvert with three 8' x 10' barrels. The culvert is approxnnately 125' long, not including the wing
walls on the ends. Grassed road shoulder covers approximately 37' of the north end of the culvert,
while 23' of grassed road shoulder covers the south end of the culvert. Although Blue Creek is not
navigable upstream of the culvert, it is navigable downstream of the culvert by small craft.
An underground cable television line puailels the west side of Ridge Road, while electric,
telecommunication, and water lines parallel the east side of Ridge Road. The Right-of-Way of US
258/NC 24 includes the utilities list above, additionally, a sanitary sewer line parallels the south side
of the highway, just outside of the Right-of-Way.

Blue Creek is classified as Class SC; NSW waters by the Environmental Management
Commission in the area of the proposed construction. It is classified by the North Carolina Wildlife
Resources Commission as Inland Waters, but not as a Primary Nursery Area. The waters are closed
to shellfishing by the Shellfish Sanitation Section of the Division of Marine Fisheries. Blue Creek is
approximately 5' to 35'wide and less than 1' to 4' deep in the project area. There were no SAV's
observed in the project area during the site visit.
Project Proposal
NCDOT proposes to improve traffic conditions and safety between the intersections of US
258/NC 24, Ridge Road, and Blue Creek Road. This would be accomplished by creating one four
legged, signalized intersection at Blue Creek Road to replace the two un-signalized intersections
formed by the roads currently. Approximately 9501inear feet of the southern terminus of Ridge
Road would be relocated approximately 300' southeast of its existing locadon to align directly across
NC 258/NC 24 from Blue Creek Road.
The new portion of Ridge Road would be reconstructed with two 11' wide travel lanes, and a 11'
wide left turn only lane onto US 258/NC 24 would be added. The new section of road would include
6' wide unpaved shoulders. Various areas along the new section of road would be cut or filled as
necessary, up to 14' in places, to construct the road section. Slopes would lae constructed at a 4:1
ratio along the high ground portion of the project, while 3:1, 2.5:1, and 2:1 ratios would be used in
azeas adjacent to wetlands.
To facilitate traffic turning onto Ridge Road from the north bound lanes of US 258/NC 24, a 12'
wide by 450' long right turn only lane would be constructed along US 258/NC 24 from Sta. 19 + 90
to Sta. 25 + 40. The right turn only lane would be constructed over the grassed portion of the
existing culvert at Blue Creek. Approximately 801inear feet of Class B riprap would be installed
between the side of the road and the end of the culvert for slope protection, all of which would be
placed landwud of the normai water level of Blue Creek and outside of any wetland areas.
The applicant has proposed to install approximately 1,130 of curb and gutter in association with
the new intersection to convey stormwater to a revised piping system in an effort to reduce
stormwater discharge to Blue Creek. This new network of drainage pipes would include four new
discharge points. All of the dischuge pipes would be on the north side of US 258/NC 24 and located
at least 200' away from surface waters. Three of the dischazge pipes would be designed with the
standard outlet protection measures, while the discharge pipe located at Sta. 25 +73 would terminate
in a preformed scour hole.
The intersection would be repaved along US 258/NC 24 from Sta. 16 + 08 to Sta. 25+ 40. Ridge
Road would be repaved from Sta. 13 + 50 to Sta. 23 + 00, and Blue Creek Road would be repaved
from Sta. 10 + 30 to Sta. 10 + 75. The intersection would then be signalized and striping applied to
the pavement to complete its construction.
Once the intersection is completed, the NCDOT has proposed to abandon and remove the asphalt
from the 530' long portion of Ridge Road that is no longer needed, they would also do this to the
right turn only lane adjacent to the north side of US 258/ NC 24 from Sta. 16 + 75 to Sta. 19 + 00.
Additionally, the applicant has proposed to abandon and demolish the existing driveway at Sta.17 +
65 on the south side of NC 258/NC 24.
The project would require that approximately 8001inear feet of 6" water line be abandoned in
place on the north side of US 258/NC 24. To replace the abandoned water line, 9201ineaz feet of 6"

water line would be installed via open cut adj acent to the transportation system. At the two locations
where Ridge Road would cross over the proposed water line, approxnnately 1281inear feet of 12.75"
steel casing would be used to reinforce the water line from damage. Two utility poles would be
relocated on the south side of US 258/NC 24 adjacent to Blue Creek Road, while one utility pole
would be relocated on the north side of US 258/NC 24.
Anticipated Impacts
The proposed project would require 154 sq. ft. of fill and 975 sq. ft. of inechanized clearing in
Section 404 Wetlands to allow for construction of the road shoulder at Ridge Road and utIlity line
relocations. The project would also require the filling and/or excavation of 93,253 sq. ft. of high
ground, of which 1,160 s.q. ft. would be placed within the Public Trust Shoreline Area of
Environmental Concern (AEC) for the proposed rip rap and right turn lane onto Ridge Road. There
are no anticipated impacts to any Coastal Wetlands or open waters of the State. No additional
closures of shellfish waters are expected in association with the proposed project. Traffic along US
258/NC 24 would experience temporary delays during the construction period of the project,
however, the public is expected to benefit upon completion of the project by the increase in the
safety and efficiency of the road improvements.

The North Carolina Department of Transportation Highway Division 3 is submitting the attached
CAMA Major Permit app(ication for the realignment of the intersection of Ridge Road (SR
1396) with Richlands Highway (US 258/NC 24) and Blue Creek Road (SR 1213) in Onslow
County, North Carolina. The proposed construction will consist of the realignment of Ridge
Road with Blue Creek Road at Richlands Highway and the widening of Richlands Highway to
include a right turn lane onto Ridge Road. The property is located in the White Oak River Basin.
The proposed project will result in impacts to 0.03 acre of Section 404 wetlands from fill and
mechanized clearing: Rip-rap is proposed to be placed within the Public Trust Shoreline AEC on
Blue Creek for stabilization purposes.

The existing strorm drainage systems consist of steep grass lined ditches along both sides of Ridge Road. This stormwater is
collected by a piped drainage system along the north side of US 258 and discharges directly into the side of an existing box
culvert that conveys Blue Creek.

The purpose of the proposed realignment of SR 1396 (Ridge Road) at US 258/NC 24 (Richlands Hwy) is to improve
transportation mobility at this intersection by realigning SR 1396 to form one at-grade intersection. Along wilh the proposed
realignment, widening of US 258/ NC 24 to accommodate a right-hand turn lane, curb and gutter, signalization, and
resurtacing are proposed.

Both of the existing drainage systems discharge into the side of the existing box culvert which conveys Blue Creek under US
258. The proposed drainage from relocated Ridge Road is collected by grass lined ditches and discharged from a 24" cross
pipe outside the wetland boundary approximately 275 feet from Blue Creek. The proposed drainage along the noAh side of
US 258, where the proposed widening for the addition of a right turn lane will occur, will be collected by catch basins along
the proposed curb and gulter. The stormwater will then be discharged to a Preformed Scour Hole (PSH) BMP at lhe toe of
the proposed fill slope. The PSH will help dissipate energy from peak flows and promote diffuse flow.

Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was
undertaken on December 30, 2015. Based on this review there are no NR, DE, LL, SL, or SS in the Area
of Potential Effects (APE). The Onslow County tax data was utilized to check fa• structures greater than
50 years of age. There are no standing structures in the APE over 50 years of age in the APE. No survey
is required.

APE. These combined utilities are considered valid for the purposes of determining the likelihood of

Onslow County, North Caroline. The archaeological Area of Potential Eifects (APE) includes the existing right-
of-ways along SR1219 and US258/NC24; and extends eastward from SR1219 to include tl�e parcel where the
road will shift (see jurisdictional areas map).
SUMMARY OF CULTURAL RESOURCES REVIEW
Briejdescrtp(ion of review nclivilies, resrdts of review, and conclusions:
First, perm(tting and funding infarmation was reviewed for determining the level of archaeological inpui required
by state and federal laws. Based on the submitted "request for cuitural resources review" form, the project is
federally-funded with federal permit interaction. As such, Section 106 of the National Historic Preservation Act will
apply and the Federal Highway Administretion will serve as the lead federal agency. Next, construction design and
other data was examined (when applicable) to define the charecter and extent of potential impacts to the ground
surfaces em6racing the project locale. Onte an APE was outlined, a map review and site file search was conducted
at the Office of State Archaeology (OSA) on Tuesday, December 29, 2015. No previously documented
archaeological sites are located within the APE or directly proxfmal.
Historic structure locations often harbor archaeological deposits and features related to the former occupation of
a property. An inspection of Nationa) Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated
(LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing the NCSHPO website evldenced an
absence of these historic resources within the immediate project area. In addition, historic maps of Onslow County
were appraised to further identify former structure locations, land use patterns, or other confirmation of historic
occupation in the project vicinity. Archaeological/historical reference materlals were inspected as well. In general,
the cultural batkground revfew established that no NRHP listed properties, previously recorded archaeological
sites, or cemeterles are located in the APE. Based on cuitural-historical factors, the APE is considered to have a low
potential for the documentation of archaeological resources.
Further, topographic, geologic, flood boundary, lidar and NRCS soil survey maps (Mk, NoB) were referenced to
evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have
resulted in past occupation at this location. Aerla� and on-ground photographs (NCDOT Spatial Data Viewer) and
[he Google Street Vlew map application (when amenable) were also examined/utilized for additional assessment
of disturbances, both natural and human induced, which compromise the integrity of archaeologlcal sites.
Environmental factors suggest a slightly elevated archaeologicai site potential for a smal� portion of the APE.
