There was a period o about six minutes where the flow was less than the minimum required flow. Washington, DC 20426 RE: Notification of Deviation from Minimum Continuous Flow Catawba-Wateree Hydro Project P-2232 Lookout Shoals Development Dear Secretary Bose: Water Strategy, Hydro Licensing, and Lake Services Duke Energy 526 S Church Street / EC12Y Charlotte, NC 28202 Duke Energy Carolinas, LLC (Duke Energy) is providing notification of a deviation from the Minimum Continuous Flow in accordance with Article 401 of the Federal Energy Regulatory Commission (Commission) License for the Catawba-Wateree Hydro Project (Project) issued November 25, 2015. According to the License Appendix E, A-2.0, the year-round required Minimum Continuous Flow from the Lookout Shoals Development is 80 cubic feet per second (cfs). On August 1, 2016, at 1950 hours, the operator in Duke Energy's Regulated Renewable Operations Center (RBOC) received an alert from Lookout Shoals Hydro Station indicating the minimum flow unit in use at that time had tripped offline and shut down. The operator started a larger hydro unit to provide the minimum continuous flow and called the on-call technician for Lookout Shoals to report the alert. The on-call technician reported to the site and found the minimum flow unit tripped due to a bad analog output card which was causing erratic wicket gate positioning. The technician replaced the card; the unit was tested and was put back online at 2230 hours. The time between the unit trip and the start of the larger hydro unit resulted in an estimated six - minute period during which the Minimum Continuous Flow was not met (see Enclosure 1). Note for a larger hydro unit, it takes three to five minutes for the unit to come online and be fully synchronized with the Duke Energy electrical grid. The above-described event is being reported under the Maintenance and Emergency Protocol (MEP) Abnormal Condition B.2 — Maintenance of the Normal Means of Providing Minimum Flows (Unscheduled). No adverse environmental impacts were observed or reported as a result of this short -duration incident, and no downstream The Honorable Kimberly D. By copy of this letter, the North Carolina Wildlife Resources Commission, the North Carolina Department of Environmental Quality, and the United States Fish and Wildlife Service are notified and asked to advise Duke Energy immediately if further consultation is needed.
