This type of GP is used for non-404 jurisdictional waters (isolated, rapanos). Is this the case with these projects? If not, the forms should be corrected to mark "401 Water Quality Certification - Regular." When a NW3 does not require written concurrence, you can leave this section blank. If you can send me an email stating that these applications are supposed to request a 401 WQC - regular, that will be sufficient. Thanks.
