Thank you for your email. In response:
Proposed bank sloping will not occur within the NCDOT ROW along Hayes Road. The closest area proposed to
be disturbed by the project is more than 100 feet from the NCDOT ROW.
Filter fabric will be used on the upstream side of log and rock vane structures between the structure and
backfill. Filter fabric will be specified more clearly on future plans submitted to NC DWR.

Joel,
On June 29, 2015, the Division of Water Resources (Division) received your application dated June 24, 2016, requesting a
401 Water Quality Certification from the Division for the subject project. The Division has determined that your
application is incomplete and cannot be processed. The application is on hold until all of the following items are
addressed:
It is unclear whether the proposed bank sloping will occur within the NCDOT's right-of-way along Hayes Road.
Please confirm whether or not bank sloping is planned within the NCDOT's right-of-way. If so, please provide
authorization from the NCDOT.
2. No filter fabric is depicted in the construction details for the log and rock vane structures between the structures
and the backfill. It is the Division's view that filter fabric provides longer-term stability for vane structures. Will
filter fabric be used in the construction of these structures? If not, please provide justification.
