Dear Mr. Bailey:
The City of Greensboro would like to notify your office of the proposed Stream Bank Stabilization
Greensboro, North Carolina at the comer of West Greenway Drive and West Market Street. The
project's objective is to stabilize the existing eroded stream bank and protect the street pavement
from deterioration. In May 2016, the City of Greensboro requested a buffer authorization for this
project with project number 16-0537 and hereby submitting a PCN as requested your approval.
Attached are the general information (vicinity map, and aerial map with pipe layout) regarding the
subject site for your review.
Site: West Greenway Drive & West Market Street, Greensboro, NC.

On May 25, 2016, the Division of water Resources — Water Quality Programs (Division) received your
application dated April 20, 2016, requesting a Buffer Authorization from the Division for your project.
The Division has determined that your application is incomplete and cannot be processed. The application
is on -hold until all of the following information is received:
In accordance with General Certification #3885 written authorization is necessary when there are
"any impacts to streams and/or buffers in the... Jordan Creek Watershed . unless the activities are
listed as "EXEMPT" from these rules.... " Please submit a Pre -Construction Notification form and
the appropriate fee to the Division of Water Resources for written authorization of this
streambank stabilization project.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested
information for the proper consideration of the application. If all of the requested information is not
received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve
the application and it will be returned. The return of this project will necessitate reapplication to the
Division for approval, including a complete application package and the appropriate fee

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing
project.
We evaluated options of sloping down the banks with matting and seeding but the eroded
culvert side is too close to W. Friendly Avenue, a major thoroughfare. We determined best
solution will be installing boulder toe wall to protect further erosion toward the road.
Here is a list of the design options that we evaluated and the reasons why we considered them not
feasible.
1. Do nothing — Not an option because of the road.
2. Layback stream bank —There is less space between the road and the stream bank.
3. Install boulder toe wall — This will encroach less space and stabilize bank.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through
construction techniques.
Since the stream is wide (about twenty five feet) in this area we will be utilizing sand bags to
divert flow from the work area to reduce impacts upstream and downstream of the
construction. We will install a check dam just downstream of the construction to reduce the
sediment flowing downstream.
