Salisbury St. Archdale Building — 9th Floor Raleigh, North Carolina 27699-1617 as 201 60 740 --- fill 111 2 8 2015 Subject: Pre -Construction Notification Pursuant to Nationwide Permit No. 27 and Water Quality Certification No. 3885 Rush Mountain Stream Restoration Project Hendersonville, North Carolina Dear Ms. Higgins: The Rush Mountain Stream, Restoration Project area is located off Lake Falls Road (S.R. 1124) approximately 8 miles south of Hendersonville, North Carolina in Henderson County (Figure 1). Wildlands Engineering (Wildlands) is working with Carolina Mountain Land Conservancy to design and construct a restored stream reach along Greer Creek following the removal of a small earthen pond dam. An Agent Authorization Form is attached which provides verification that Jacob McLean, the project manager for Wildlands Engineering, is acting on behalf of Carolina Mountain Land Conservancy. The proposed project involves removal of a 60 to 80 -foot section from a small earthen dam and restoration of a small segment along Greer Creek. The earthen dam blocks flow from Greer Creek and acts to fill a man -man pond located on the property, but has recently been breached. In an attempt to restore Greer Creek to a more natural state, the breached dam will be removed entirely. Once the dam has been removed, a 136 -ft reach of Greer Creek will be restored, which will begin approximately 100 feet upstream of the existing earthen dam and will run approximately 20 feet downstream of the existing dam. Restoration activities will include: 1.) Channel re -alignment; and 2) Bank grading. Dam removal and stream restoration activities will be conducted with the use of track hoes and track trucks.* Please find enclosed four copies of our PCN package for the subject project.
