This application package consists of the following: a completed PCN form, proof of payment, associated maps and photos, and construction drawings. The primary purpose of this project is to repair one meander bend in the East Prong Roaring River that was part of a larger restoration effort in 2000. The project is located within Stone Mountain State Park and is a joint effort by The North Carolina Division of Parks and Recreation and Clean Water Management Trust Fund. Since construction of the original restoration project in 2000, one meander bend has severely eroded, causing sediment input to the river, loss of trees, and impairment of instream habitat. The purpose of the project is to eliminate this bank erosion and repair this meander bend in a stable form with appropriate bank heights, vegetation, and instream habitat. DPR is concurrently submitting a permit application to the U.S. Army Corps of Engineers under NWP 3. The request is being made to Andrea Hughes in the Raleigh Regional Office. Thank You. This project is a repair to one eroding meander bend of a larger stream restoration project, originally constructed in 2000 (total length of 9,183 linear feet). The project site is within Stone Mountain State Park, and all affected land is owned by the State of North Carolina. The project area is generally wooded, with available construction access through a gravel parking lot. Location maps, aerial photography, parcel maps, and representative photos are attached. 3b. The Stone Mountain State Park property is very large, and acreage of total wetlands is unknown. The proposed project will not affect any wetlands. 3c. The Stone Mountain State Park property is very large, and total stream length is unknown. The proposed project will affect 642 linear feet of the East Prong Roaring River. 3d. Since construction of the original restoration project in 2000, one meander bend has severely eroded, causing sediment input to the river, loss of trees, and impairment of instream habitat. The purpose of the project is to eliminate this bank erosion and repair this meander bend in a stable form with appropriate bank heights, vegetation, and instream habitat. 3e. The attached plans show the existing morphological conditions and design approach. Within the 642 foot reach, the design includes the following: -realignment of the channel to the left, away from the eroding right bank -grading of a bankfull floodplain on left and right banks to tie into existing conditions upstream and downstream -development of an appropriate riffle -pool sequence through the project reach -installation of three in -stream structures (log vane j -hooks), with the goals of bank protection and habitat enhancement through pool creation -installation of approximately 120 feet of toe wood on the right bank, with the goals of bank protection and habitat enhancement Approximately 10 trees with diameter greater than 12 inches will be removed as part of construction. This woody material, along with smaller brush and existing fallen trees, will be incorporated into the new streambed and banks as part of in -stream structures, toe wood, and riffle bed. Typical stream construction equipment will be used including backhoes and trackhoes. Appropriate sediment and erosion control measures will be implemented and monitored throughout construction. 4a. In the year 2000 (Action ID 2000-21454 covering 8,336 linear feet of the river and 0.84 ac of wetlands, issued July 14, 2000), jurisdictional determinations were likely conducted on the Stone Mountain State Park property as part of permitting for the original stream restoration project (total length of 9,183 linear feet).
