Narrative Description: The Tide Line LLC project is located at 180 Radio Island Drive in Morehead City, Carteret County. The project area can be found by following HWY 70 east (Arendell St) within the Town of Morehead City limit to the Morehead City High Rise Bridge (Port Are of Morehead City). Continue over the high rise bridge to the Morehead City/ Beaufort Causeway. Radio Island drive will the first right once you come off of the bridge. The entrance to Tide Line LLC property will be located on the right. The subject area serves surrounding multi -family residences as well as surrounding businesses. The Division of Water Resources classifies this area as SA/HQW waters. This area of Newport River is not a designated Primary Nursery Area and is closed to the taking of shellfish. The Morehead City Land Use Plan certified in 2007 classifies this area as port/mixed use with conservation within the AEC. No shellfish resources or submerged aquatic vegetation were observed within the project area. There are multi -family homes and businesses to the east and the west of the project location. 10. Proiect Description: Tide Lines LLC is proposing to re -configure the existing 14 -single family lots by reducing the total to 10 single-family lots and construct private residential piers with slips (see below for slip count per lot) to each lot. There would be a total of 25 slips. The existing water depths within this area are -1' to -4'niw depending on location with the connecting water depths at -4'NLW or greater. The applicant is proposing to add individual piers for each of the ten single-family lots. Per a client meeting with DCM major permit staff, the piers for lots 1-3 are angled to avoid and minimize impacts to the existing riprap and coastal wetlands. All portions of the private piers would not exceed the existing pier head length and would remain landward of the traditional navigation route within this area (approximately 290' to 400' landward of the navigation channel, depending on location). A waiver was obtained from the adjacent riparian owner. A maximum of 25 slips total are proposed with a total of 21 tie pilings. The typical boat would be of open runabout design and would be 20'-50' in length. No other high ground work is proposed at this time other than what has been previously permitted. 11. Anticipated Impacts: The private pier placement for the ten single-family lots would incorporate 6,863 ft2 of shallow bottom and shade 6,600 ft2 of open water area. Lots 1- 3 private piers would shade 860 ftz of coastal wetland habitat. The placement of the residential docking facilities would result in temporary impacts due to turbidity; Adverse impacts are not expected, due to water depths within the area(-4'nlw). There should be no undue interference to navigation from the proposed development due to the fact that the proposed work would remain approximately 290' to 400' landward of the navigation channel. A waiver was obtained for the Riparian Access Line encroachment (except for the s/d lots; developer authorized) to the east. There should be no impact to SAV or shellfish. Under the previously approved permit substantial construction was completed for the original multifamily and marina development. The bulkhead and marina dredging has been completed; rip rap that was a condition of the NMFS approval has been installed; and upland building pads have been graded and stabilized. A previous CAMA Minor Modification for this project changed the upland development from multi -family to 14 single family lots but, the marina component was not changed from its originally approved 26 wet slips. This current request is to reduce the single family lots from 14 to 10 and to reduce the wet slips from 26 to 25 by modifying the pier/dock component to allow each lot their own personal pier and dock (see Site Plan). Per client meeting with D.C.M the proposed piers on lots 1, 2 and 3 angled to cross the installed rip rap stabilization perpendicularly to avoid and minimize the impacts to these devices. Below is a breakdown of the proposed pier length, dock area, number of wet slips and number of tie piles per each lot.
