We are reques�ing a Nationwide 3 permit for replacement afa pipe carrying an UT ta Goff
CreQk (Class WSI1� on l�edwood Bend Road (no 5R number) in Stokes County. � have
attached a pre-constructian notification applicatian, a topagraphy map with the project area
circted, project plans, and 'No Survey Required' farms from NC�QT` Cultural Resources for
Historic Architecture and Areheology. '�he project will permanently i�npact 64 linear �eet
{24'-energy dissipater, 15'-bank stak�ilization} and ternpararily impact 25 Iinear feet
(dewatering) af the UT tt� t�e GflFf Creek.
'�he existing pipe is 4$" pipe that is perched approximately 5' above the strear� bed.
Exist�ng di�ches are concrete and have undermined. The new p�pe will be a 60" pipe aF1;he
same length. The t�evv pipe wil9 remain perched and will not be buried, and an energy
dissipater pad wil2 b� i�stalled at the pope outlet tfl cantral vel�acity. If �h�:e pipe was buried
and the perch e�iminaied, the s�ope of the ch.anne] would %e 7.3°fo, whieh wauld result in
instream instability. Ditch lines will be regraded and lined with rip rap. The culvert s�te
will b� dewaterer] during construction in accardance with NCDOT's Best �ianagement
Praetices,
The LiSFVIfS lists Schweinitz's sunflower [Heii�rnthusschweinitzfi) and Small-anthered
bittercress [Cardamine micran�hera) as endangered and Northern Lang-Eared bat [NLEB-
Myotis sepCentrianafis] a� threa�ened for 5tokes County. There is no habitat fbr the
I�orthern Pang-ear�d �at ar �chweinitz's sunflower in the �praject area. The pi-oject is in the
Yadkin River basin whic� mear�s there°s na need to survey for Small-antherec� bittercress.
Therefore, it was determEned that Chere will �e 'no effect' on ScYtcveinitz's 5unfiower, the
Srnall-anthered �aittercress, ar the Northern lang-eared bat.

Project Description: NCDOT Division 9 intends to replace a pipe under SR 1254, Redwood Bend Road,
for an unnamed tributary of Goff Creek, south of Mount Olive. The pipe failure that had been discovered
during a routine paving contract will require the installation of a wider pipe and a new energy dissipater.
These changes will require the acquisition of permanent drainage easements along the unnamed tributary.
For the purposes of the archaeological review, an area of potential effects (APE) was created based on the
extent of the project illustrated in the preliminary designs submitted with the Request for Cultural
Resources Review form. This APE is estimated to encompass almost .78 acre (nearly 32 hectare).

Brief description of review activities, results of review, and conclusions:
A review of the site maps and files archived at the North Carolina Office of State Archaeology was
conducted on July 19, 2016. No previously identified archaeological sites are recorded within the
proposed APE, nor are any archaeological sites recorded within .5 mile of the proposed APE. An
examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB
GIS Service reveals that two recorded historic properties are located within the same radius, including:
the James William Moser House (SK0371) and the James William Moser II House (SK0372).
Additionally, the Timmons Cemetery is depicted on topographic mapping of the area. It should be noted,
however, that no historic properties are recorded in the vicinity of the APE.
An examination of soils in Stokes County presented on the National Resources Conservation Service
Web Soil Survey indicates that two soil types are represented within the APE: Clifford sandy clay loam, 2
to 8 percent slopes, moderately eroded (CeB2); Fairview-Poplar Forest complex, 8 to 15 percent slopes,
moderately eroded (FpC2).
No further archaeological investigations are required for the project within the boundaries established for
the current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.

Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that theYe are no unidentifzed historic properties in the APE:
Most of the proposed project falls within the existing disturbed right-of-way (ROW) for SR 1254. Those
areas that include temporary and permanent easements for the project appear to fall within areas that
would be considered to have a low-potential far significant archaeological resources: areas with relatively
steep slopes or eroded and deflated soil profiles. These small areas are very unlikely to contain
archaeological resources of significance.

Re�iew flf HP() quad maps, HP� GIS infarmation, historic designatians roster, and indexes was
undertaken on January 8, 2016. Based on this review, there are no existing NR, SL, LD, DE, or
SS praperties in the Area of Potential Effects, which is lOQ' from the pipe ea�h way and 50'
from the cen#erline each way. A survey site, the James William Moser House, falls flutside of the
APE and will not be affected. Two mid-20t�' century houses, one brick and one wood frame, sit in
the northernmo�t portion of the APE. The ranch hames are unremarkable and not eligible for
National Listing. There are nv National Register listed or eligible properties and no sur�vey is
