I have reviewed the project and determined that it does meet the diffuse flow requirements of the Neuse Buffer Rule as shown on the plans dated and signed on 6/30/16. The BMP is meant to be a sand-filter. I do see the word bioretention labeled on the cross section. Which will be changed. However, I believe what's drawn meets the requirement for a sand filter. The splitter box routes everything up to the 1st inch into the sand filter. (18" pipe) Above the 1" storm, it spills over the partition and continues in the 48" pipe to daylight 2 That is a wetpond we permitted with the Town of Garner. It has a 1" drawdown that discharges to a level spreader prior to the Nuese Buffer. I can send you a plan of that if you would like? After an initial review, I have a few questions: • The plans specify a "sand—filter" in several areas, but the device appears to be more of a "bio-retention " device. See the "Sand Filter" and "Bio-retention" chapters in DEQ's BMP Manual (link). The term "sand filter" should be removed to avoid confusion. • The plans show a splitter box that routes water to the bioretention area. From the stormwater drainage chart at the top of the page, it appears that the splitter box routes anything beyond the first inch into the bypass. Is this the case? • The plans also show a proposed wetpond that borders a Neuse buffer. Where is the outlet and emergency spillway for this structure located? Thanks, Jason Jason T. Robinson, P.E.
