Hello. I have forwarded this to you guys because Debbie appears to be out-of-pocket until Monday. Bailey and
Associates had a few conditions placed on their review with one of them requiring an engineer to assess the
situation. We chose to do our own assessment for submittal as well.

Debbie,
Attached is an engineering analysis by Greg Thompson of SEPI Engineering of the potential impacts and other
observations of the proposed marina project submitted by Bailey and Associates, Inc. to be located off of Summer Rest
Road. The existing 14" force main is over 30 years old and this project could subject the potentially compromised force
main to additional stresses. If there was a failure of this pipe, the outcome would not be a good one to say the least.
Please let me know what I need to do to make this a part of the permanent record. I would also like it routed around to
all of the other reviewing agencies. If this is not something that the Division of Coastal Management will do then I plan
on routing it to the agencies myself with a cover letter. If this permit is issued in the near future, the Town will likely
follow through with a formal appeal and explore other legal remedies.
