Dear Mr. Denard:
Environmental Compliance Services of North Carolina, PC (ECSNC), on behalf of Mr. Charles Graham
with Mooresville Oil Company, Inc., is responding to correspondence from North Carolina Department of
Environment and Natural Resources (NCDENR), Division of Water Resources (DWR) dated January 9, -
2015. As requested, ECSNC has submitted the Discharge Monitoring Reports (DMR) that are required
for NPDES Permit NCO089001 from April 2011 through January 2015. Please note that the majority of '*
these forms have been submitted at one point, therefore, only copies of those reports are included. As {
indicated on the DMR form, one original (where applicable) and one copy have been mailed to Central
Files,DWR, 1617 Mail Service Center,Raleigh,North Carolina 27699-1617.
The discharge system operated off and on from April 2011 through March 2013. In March of 2013, the
system suffered a catastrophic failure and was in a"no flow" status until February 3, 2015.
It is our intent that with these submittals, actions taken to address any deficiencies, and changes in
internal procedures to eliminate any future violations, and thereby satisfy this Notice of Violation and
possible consideration for enforcement. Please feel free to contact me, should you have any questions,
