Dear Mr. Roberts:
Per the terms of your NPDES pennit, you were required to register for and begin using the Division of Water
Resources' electronic Discharge Monitoring Report(eDMR) system by October 29,2014. Our records indicate
that as of the date of this letter,the subject facility has not registered to use eDMR. Our records also indicate that
you received a Notice of Deficiency(NOD) letter dated March 9,2015 by certified mail for failing to submit
eDMR.
Failure to register and begin submitting reports electronically is a violation of the terms of your permit, subjecting
you to a possible Notice of Violation and/or the assessment of civil penalties. Failure to submit reports as
required will subject the violator to the assessment of a civil penalty of up to $25,000 per violation. You will be
considered noncompliant with the self-monitoring requirements of your NPDES permit until the registration for
eDMR has been submitted.
To prevent further action,please register for eDMR within fifteen (15) days of receipt of this notice.
Additionally, this letter provides notice that this office will recommend the assessment of civil penalties if you do
not register within fifteen (15) days and began using eDMR for the August 2015 eDMR. The Division must
take these steps because electronic submittal of monitoring reports is essential to the efficient operation of our
water quality programs.
The Division has prepared a website devoted to all aspects of eDMR, including registration for its use, obtaining
an eDMR user account, and answers to frequently asked questions. You are encouraged to visit the website at:
http://portal.ncdenr.org/web/wq/admin/bog/ipu/edinr. Should you have further questions regarding eDMR after
reviewing the website's content, or have need of further assistance,you should contact the appropriate Division
staff member as listed under the"Contact Us"section of the website.
