The inspection was in response to a bypass that occurred at the digester due to the pulley lock pin
releasing and allowing the decant arm to lower. The digesters are the original WWTP components
converted. When the new WWTP was built, the supernatant from the digesters was not routed back
to the head of the new plant. The digesters discharge to the drying beds and then the liquid flows from
these beds to a pump station to be delivered back to the digester. When the decant arm fell,the
digester discharged to the drying beds but overwhelmed them. Most of the bypass was captured in the
beds/pump station or absorbed into the ground adjacent to the beds. The bypass flows that did reach
the Toe-River flowed via overland flow and through a stormwater drain (near the pump station)to an old
polishing pond then into the Toe River.
The polishing,pond and its tributary to the Toe River were also observed during this inspection; no
adverse impacts from the bypass were noted. Personnel said the old WWTP discharged through this
small polishing pond.
The drying beds will need to be cleaned.An accumulation of solids was present in the drying beds
limiting their capacity. The facility will be required to report back to regional office staff on the timeline,
the method of cleaning the beds and where the solids were disposed. See NOV-2015-PC-0192.
