Dear Mr. Hoilman:
A review has been conducted of Newland WWTP's self-reported 5-Day Report submitted by Town of Newland.
This review has shown the subject facility to be in violation of the requirements found in Permit NCO021857
Part II Section C 4. The violation that occurred is summarized below.

An inspection of the WWTP in response to the bypass also took place on July 14, 2015. By design the digester
(solids and supernatant) discharges to the drying beds, which were inundated during this incident. Little
capacity remains in the drying beds. Since the supernatant is not directed back to the head of the WWTP, it is
crucial that sufficient capacity be available in the drying beds. The solids need to be removed from the drying
beds, properly disposed and the filter media/sand will likely need to be replaced in conjunction with this
remedial activity.

and respond in writing to this office within 10 days of receipt of this letter. In your response you will need
to address specifically how the drying beds will be cleaned, where the solids will be disposed and if the filter
media will be replaced.
