PROJECT DESCRIPTION: The project site is located near Lots 2 & 3 Chadwick Acres on Waterway Dr., adjacent to a man-made canal that is connected to Stump Sound, in Sneads Ferry, Onslow County. To get to the site from Wilmington take US HWY 17 N to Old Folkstone Rd, which is located approximately 4 miles north of Holly Ridge. Turn right onto Old Folkstone Rd. and continue to Chadwick Acres Rd., there is a power sub-station at the intersection, take a right and travel approximately about 1.5 miles to Waterway Dr. Take a right onto Waterway Dr. continue through the sharp left turn and follow to the water. There is a sharp right turn near the water. The project site is located on the left side of this turn. There are three vacant lots here and the project site includes the two lots that are on the canal. The combined properties are approximately 0.88 acres. The current elevation of the property ranges from 0' above mean sea level (MSL) to approximately 5' above MSL. The project site is adjacent to residential properties on the north and west sides and is boarded by the AIWW and a canal on the south and east sides, respectively. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the waterward edge of the bulkhead. There is high marsh that measures approximately 15'-20' in width and consists of Giant Cordgrass (Spartina Cynocoroides), Spike Grass (Distichlis Spicata), Salt Meadow Grass (Spartina Patens), and Salt Marsh Cordgrass (Spartina alterniora). There is a fringe, 2' to 10' in width, of low marsh consisting of Salt Marsh Cordgrass. State permit #6-86 was issued to Marlow Bostic on July 1, 1986 authorizing maintenance excavation of the canal system to a depth of-4' @ Normal Low Water (NLW). The canal was permitted to be 40' wide in this portion of the canal system. Aerial photography shows this canal system has existed since as early as 1978. The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA-ORW by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Topsail Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are oven to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to perform maintenance excavation of an existing canal. The applicant is proposing to excavate and area measuring approximately 16' in width by 120' in length to a final depth of -4' @ NLW. The applicant states that this is to open the canal for safe passage of two boats. The proposed area to be excavated is primarily coastal wetlands. 10. ANTICIPATED IMPACTS The proposed excavation would result in the removal of approximately 1250 ft.' of coastal wetlands. A major permit was approved on 7/1/86 to dredge the canal to a width of 40' feet. Since this work was performed, coastal wetlands have been narrowing the width of the manmade canal. Crystal Cove Homeowners is requesting to re-establish the original 40' typical per the original Major Permit. The approximate coastal wetlands to be impacted are 1250 square feet. The total dredging will be approximately 235 cubic yards and will be dredged to 4' at NWL. There are boats up to 30' in length that utilizes this canal on a regular basis. The existing width of this canal has narrowed down to 24' in this 120' section, thus causing problems with navigating this canal. Furthermore, there are 22'-28' boats in slips across from the proposed dredging, and are having to back their vessels all the way to the Intracoastal Waterway. Crystal Cove Homeowners has contacted Coastal Dredging to perform the dredging. Coastal Dredging's method of dredging is with an excavator and a barge. The dredged material will be placed on Mr. Donald Schwahn's property (Please see attached Survey). Once this material is placed on this approved site, silt fence will be placed as needed, and then the material will be graded, seeded and mulched. I, Chad Kimes, as a duly Registered Professional Engineer in the State of North Carolina, will be representing Crystal Cove Homeowners, and will personally oversee all of this proposed work.
