PROJECT SU~LVIARY: The applicant is proposing to convert an existing mobile home park into a subdivision with a community marina. This will involve the construction of 12 condominiums including all infrastructure, docks, and excavation around the docks. The slip count would be 13. Narrative Description: The Pinnacle project is located 431 East Fort Macon Rd. in Atlantic Beach, Carteret County. The site lies just east of Fort Macon Marina. Money Island Channel borders the site to the north and connects to Bogue Sound. The Pinnacle property is 1.28 acres in. its entirety and varies from 0' to 2.5' in elevation above NHW. The high ground portion of the site currently has been cleared of all mobile homes. In Money Island Creek and in an existing basin there are three docks providing 11 slips. These docks are in a poor state of repair. The shoreline along the creek and in the basin is bulkheaded. On the western side and the eastern side of the shoreline is a marsh area that contains Smooth Cordgrass (~artiria alterniflora), Black Needle Rush (Juncus roemerianus) and Salt Meadow Grass (Spartina patens). The substrate in this area is mostly silt and sand. Water depths in the docking area are approximately -2' to -6'NLW. The width of the water body is 133'. The current impervious area of the track is 22.77% within the 75' AEC and 26.22% for the entire site. The Division of Water Quality classifies this area as SA waters. This area is not a Primary Nursery Area and is closed to the taking of shellfish. Atlantic Beach's Land Use Plan dated 1996 classifies this area as Developed and Conservation within the AEC's. There are no shellfish leases or SAV's in this area. 10. Project Description: In an effort to redevelop the property, The Pinnacle proposes to construct 12 condominium units with all infrastructure. During this process the shoreline would be straightened and bulkheaded. All existing structures will be demolished and fill will he brought to the site. Stormwater management facilities would be installed. The docking facilities at the site would be replaced and the number of slips would be increased from 11 to 13. The applicant also proposes to maintenance excavate 576 yd3 from around the marina facility. During the development process, the applicant will begin by installing 377' of bulkhead. The new bulkhead will be placed 2'-6.S waterward of the existing bulkhead for 63' along the southern end of the basin. Elsewhere, the bulkhead will be placed landward of the existing bulkhead. This would involve the highground excavation of 262 yd3 in areas that are 83'X1.5', 12.5'X10.5', 105'X4.5' and 31'X3' respectively. An additional 65' section of bulkhead will be placed behind all coastal marsh. Once the bulkhead is complete, the applicant proposes to maintenance excavate 455 yd3 within the basin and in Money Island Channel. An excavator will place the spoils on a barge to be offloaded to the spoil area onsite. The excavation would occur in two sections. The dimensions would be 108' X74' X 1.5' (444yd3), 25' X 17'X0.7' (ll yd3) respectively. Current soundings in these areas range from -2' to -4' NLW. The final project depth would be the connecting depth of -4'NLW. The excavated spoils would be placed 30' landward of NHW in a 55'X104' disposal area onsite. The spoils would be allowed to dry and then be used as upland fill material. The Pinnacle Page 03 After the applicant grades 1.28 acres of the site, they propose to construct 12 condominium units in one building that is approximately 72'X140'. A 20' wide community driveway constructed with impervious concrete will access the building and parking will be under the building. A swimming pool will be built for use of the residents along with a concrete apron and 16'X18' gazebos on each end. The high ground portion of this development will be 21.05% impervious within the 75' AEC after construction is complete from apre-project impervious area of 22.77%. The impervious area for the entire site will be 25.48%. A 136'X22' stonnwater infiltration trench. will be installed to control stormwater runoff. A 6' wide boardwalk will extend 135' from the . condos to the shore and along the west side of the basin. A 6'X165' deck will be built along the front of the condominium. The condominium will have'an onsite septic system and community.. water. hi order to provide docking for the condominium the applicant proposes to construct docks creating a total of 13 slips. This will be accomplished by constructing a 6' wide dock along the western shoreline of the basin for the length of 109' and a 6'X77' dock in Money Island Creek. Extending off the docks would be 7 finger piers that are 20.25'X3.25'. Boatlifts that are 13'X13' would be placed within slips 1-12. Slip 13 will be held open for the developers private use. There will be a portable sewage pomp out facility placed at the end of the 77' pier. The intended use of the docks is for the sole ownership of condominium owners. No fuel services will be offered. 11. Anticipated Impacts: The proposed improvements at the Pinnacle project would result in 5,580 ftz of open water incorporated of which 1,557ftz would be shaded by the marina. A total of 9,238 ft2 would be excavated which would result in the removal of 717 yd3 of material. The excavated material would be placed on high ground disturbing 1.28 acres when graded into the site. While backfilling behind the bulkhead, 214ft~ of open water will be filled. An increase in turbidity will occur during this process. The overall waterward extent of the system will be 35' into the 133' waterbody. No coastal marsh would be filled or excavated during this project. Once the project is complete, the impervious area within 75' of NHW should decrease from 22.77% to 21.05°l0. Overall impervious area will decrease from 26.22% to 25.48%. The density of this project would be 9.4 units/acre. There would be 156ft2 of decking encroaching into the buffer. Thirteen boat slips, 12 boat lifts, and a marina are provided for the occupants of the units. A swimming pool and a parking lot will also be constructed. (Refer to Coastal Resources Commission Rule 7).0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
