Service — Croatan National Forest, is submitting a PCN for RGP 125 and 56 for renovation of Hancock
Creek Boating Access Area in Craven County on Hancock Creek. This project will need both a 401
Water Quality Certification and a Neuse River Buffer Authorization
This project has completed the NEPA Categorical Exclusion process and will not have a CAMA
Permit issued It is simultaneously going through DCM's Federal Consistency Determination process.
Enclosed are the site plans, PCN application, Agent Authorization letter, Categorical Exclusion,
proof of electronic payment, and additional location data map.

Only water dependent structures are proposed within the Neuse River Buffer. The same developed creek access footprint is being reused for the new
ramp and pier instead of creating a new impact footprint elsewhere on the shoreline.

The ramp will be constructed by pouring a concrete slab on level high ground. The ramp rock base will be built on -grade. Then the ramp concrete slab
will be pushed into place into the water using a bulldozer. No live concrete will come into contact with the creek. A turbidity curtain will be used during
ramp demolition and construction Silt fence will be installed around new development perimeters.

The purpose of this project is to renovate and improve public boating and fishing access at Hancock
Creek Boating Access Area. This site is a joint USNFS-NCWRC partnership site operated within Croatan
National Forest. Hancock Creek provides direct access into the Neuse River.
The existing ramp is at a more gentle slope than current design standards and users have problems
launching and recovering boats. The signed ADA parking space and path are not truly compliant with
current ADA standards. The fixed dock is currently being used by both boaters during launch/retrieve
and by anglers and crabbers as a public fishing dock so there are conflicts between the user groups.
There are no designated single -car parking spaces in the parking lot. During peak demand times, added
parking capacity would be beneficial as users park along the gravel driveway.
The proposed renovation would improve public access by addressing the current deficiencies. The new
boat ramp would have slope and geometry that meet current design standards to assist launching and
recovery of boats. The renovated parking lot would have ADA parking and sidewalks that are fully -
compliant. The renovation includes a floating dock to assist boaters and a separate fixed pier fishing
platform for anglers and crabbers to separate the user groups. The proposed site plan includes a new
row of single car parking spaces. The proposed site plan includes an additional row of trailer parking
spaces to increase capacity.
NCWRC requests written authorization for an 8' -wide floating dock with the boat ramp. NCWRC
proposes the 8' -width to assist users of all capabilities (including those with disabilities and limited
mobility for any other reason) and because that width is necessary to assist users loading equipment,
gear, and small boats such as kayaks at the facility. NCWRC has found that docks narrower than 8' in
width have potential to be unstable and therefore unsafe for the public.

This project will include demolition of the old ramp and fixed dock, construction of a new concrete
ramp, installation of a new floating dock, construction of a fixed pier fishing platform dock, construction
of new concrete ADA parking and sidewalks, maintenance grading of an existing gravel parking lot,
clearing of small wooded areas for expansion, and construction of additional parking to increase parking
capacity.
Equipment used for this project will include excavator, dump trucks, backhoe, bulldozer, barge, and
vibratory hammer.

Review of Extraordinary Circumstances
The following resource conditions have been reviewed by specialists to determine whether extraordinary circumstances related
to a proposed action warrant further analysis and documentation in an EA or an EIS (FSH 1909 15 31 2) The mere presence of
one or more of these resource conditions does not preclude use of a categorical exclusion (CE) It is the existence of a cause -
effect relationship between a proposed action and the potential effect on these resource conditions and if such a relationship
exists, the degree of the potential effect of a proposed action on these resource conditions that determine whether
extraordinary circumstances exist (36 CFR 220.6(b))
Specialists responsible for review of each resource condition will mark the condition as not
applicable, resource not present, resource present -no effect, or resource present -possible
effects and sign in the following table or provide an email to be filed in the project folder.
