Under the conditions of Nationwide Permit # , you are required to submit an aquatic resource mitigation plan. The required plan is either insufficient or has not been included with your notification (see remarks). Your application/pre-construction notification did not include information describing measures you have implemented to avoid and minimize impacts to Waters of the United States. X Your submitted project plans or maps were insufficient, too large, or not legible (see remarks). Your application/pre-construction notification did not include a delineation of affected special aquatic sites, including wetlands, vegetated shallows, and riffle and pool complexes as required. Nationwide permit regional conditions require that a copy of your application be submitted to the local NC Wildlife Resources Commission (WRC) for comment. The project plans indicate there is only a portion of a roadway located on the eastern side of the tract and oriented in a north-south direction. Based on conversations with representatives of the Town of Carrboro Planning Department, this roadway is only a portion of a planned connector road within the Town of Carrboro. As such, please provide additional information, such as, but not limited to, plans, drawings, etc. that will indicate the alignment of the proposed connector road, in its entirety, and indicate any potential impacts to waters of the United States. This additional information is necessary for us to determine if the proposed subdivision is a single and complete project with independent utility, if the proposed roadway should also be considered as part of the same project, or if the proposed connector road is a single and complete project that could require additional authorization and/or mitigation by the Department of the Army. Additionally, the information will allow us to determine if the proposed road alignment on the submitted plans would preclude alternatives to avoid and minimize impacts to off site jurisdictional waters, if and/or when the remainder of the connector road is constructed. 2. Please provide information, such as plans, drawings, etc. indicating if the proposed trails on this project will connect to existing trails or if additional off site trails are proposed to be built. This information is necessary for the same reasons as stated in #1 above. 3. Please provide additional information regarding the proposed sewage disposal for this project. Your pre-construction notification (PCN) indicates that the project will have a gravity sewer line which will tie into a 30-foot Orange County Sewer easement. Please indicate if there will be any impacts to jurisdictional waters for sewer line installation within the subdivision boundary. Also, please indicate if there will be any additional sewer lines built on off site locations to provide service the proposed subdivision.
