Emily,
The DWR has reviewed the IP application for Blake farms and the public notice and have the following comments:
1. The map is shown at such a small scale that additional maps are necessary to break up the subdivision into
sections that are more legible (1" = 100'). It is difficult to see the details necessary to adequate review the
project. Please label lot numbers.
2. The detailed wetland impacts need to show more adjacent areas for reference and review.. (i.e. Impacts A & J
can be shown on one 8.5 X 11 sheet with a wider area shown).
3. On the stormwater plans near P-8 (X-4) the ditch is re -located in a different position than shown on the 401 plans
inset 14 on CW 101 page 8. Please explain.
4. The relocated ditch (X-4) near P-8 is shown within 10 feet of the jurisdictional wetland. The ditch detail shows a
3' deep ditch with 4:1 slopes and additional 10:1 slopes, how will this not impact additional wetlands in that
area? In additional, will the new ditch being closer to the wetland have a potential to drain/impact it?
5. The relocated P-8 ditch dead ends, please show a cross section profile view of that area and how close it will
come to the adjacent wetland.
6. Please show on the detail sheet for P-7 how the ditch will cross the wetland and align with the culvert under
Atlantic Avenue including the inverts of the pipes with topos of the surrounding wetlands. Please explain how the
surrounding wetlands not be potential drained/impacted.
7. It is difficult to tell what ditches are to be impacted in the detailed insets. Please show both the wetland and ditch
impacts on the same detail sheet and use transparent colors to show what is underneath. It is difficult to see
what is being impacted under the solid colored lines, if anything is being impacted. If you need to make the detail
on a larger sheet (up to 11 X17) then please do so. Topo lines (greyed) would also help. (i.e. wetland H impacts
plus the ditches to be impacted in and around wetland H.)
8. Wetland H, how do you propose to keep the remaining 0.185 acres of wetland viable? I have reviewed the cross
sections provided in the application and still do not understand how that wetland will remain viable. Potential
location for a wetland monitoring well?
9. On the stormwater plans, some of the proposed ditches are shown to be lower than the adjacent wetland. Please
show how these will not have potential draining of these wetlands.
10. For the proposed mitigation area, the Division would suggest that the ditches be filled permanently verses using
flashboard risers as they are temporary in nature and can be lowered by anyone at any time.
11. For mitigation, has any additional wetlands surrounding the mitigation site been proposed for a conservation
easement?
