Dear Mr. Pettyjohn:
On February 28, 2007, I visually inspected the construction work on US Highway 321 in Caldwell County
and the project appeared to be in good shape. It appears that the construction work is progressing mainly at
both ends and at a small section near the middle of the project. The erosion and sedimentation control
structures, vegetative covering, mulching and matting appear to be working properly. Please continue to
ensure that all sediment and erosion control structures are maintained and that seeding and mulching are
performed as needed to protect downstream waters. A copy of the inspection report is attached to this letter.

If yes, complete the section below:
Project appeared to be in good condition. Sediment and erosion control program appears to
be in good shape. Seeding, mulching and matting are progressing in construction areas that
have been completed. All fill areas appear to be in good condition. The main work area is
the large rock cut, at the S-curves, near the top of the project. A new fill area next to the
roadside stand was being cleared of vegetation. Most of the fill in the middle of the project is
complete except for the site near the Y line of Waterfalls road.
The contractor is now working at the lower end of the project and is filling on the west side of
US 321.
Need to maintain sediment and erosion control devices and continue with seeding and
mulching.
