Dear Mr. Setzer:
On January 17, 2007, I visually inspected the construction work on NCSR 1537A (Rich Mountain Road) in
Transylvania County. The construction work seemed to be completed except for paving the roadway. The
culvert at Station 25+40 appeared to have been installed properly. Also, the erosion and sedimentation control
structures and vegetative covering and mulching appear to be working properly. A copy of the inspection
report is attached to this letter.

Inspection on January 17, 2007. Project is completed except for paving. Culvert appears to be
installed correctly. There is no head cutting on inlet end. The outlet is slightly perched but probably
due to bedrock, otherwise, downstream looks good.
Sediment and erosion control devices look good. All bare areas appear to have been seeded and
mulched.
