No: N/A Funding: � State ❑ Federal Federal Permit Required? ❑ Yes ❑ No Permit Type.• Undetermined Project Description: NCDOT's Division 7 proposes to reinstall Bridge No. 96 on SR 2145 (Old Stage Coach Trail) over Horsepen Creek in Guilford County. Bridge No. 96 was originally removed without replacement as part of the Greensbaro Western Urban Loop project (TIP# U-2524BB) around 2006. Industry has requested that the bridge be reinstalled, and the NCDOT has agreed. The Area of Potential Effects (APE) will measure approximately 50 feet to either side of the centerline of the existing roadway and about 150 feet north of the crossing and 230 feet south of the crossing to the road's intersection with (SR 2492) North Chimney Rock Road. The Area of Potential Effects (APE) measures approximately 37,098 square feet or about 0.85 acre, inclusive of the existing roadway. f.Yl�u lu /:�: �'�C17: aL�lil �ll_�1i17� � 7�T.Y�li1 Z� �T.Y 7 5►i/ I�li.i1 Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Tuesday, June 16, 2015. An archaeological survey along this particular stretch of road has never been conducted; yet, one (1) archaeological site has been recorded within one-half (1/2) mile of the proposed project as part of the survey for the Greensboro Western Urban Loop project (TIP# U-2524). Digital copies of HPO's maps (Guilfard Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Thursday, June 25, 2015. There are no known historic architectural resources within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This is a State-funded project that may or may not require a Federal permit. The need for permanent/temporary easements is also unknown at this time. At the moment, we are in compliance with NC GS 121-12a since there are no eligible (i.e. National Register-listed) archaeological resources located within the project's Area of Potential Effects (APE) that would require our attention. All proposed project activities are to take place within the proposed APE. Since NCDOT's existing ROW measures approximately 60 feet, there may be environmental impacts beyond what is currently owned/maintained by the NCDOT since a 100-foot ROW is being proposed. From an environmental perspective, the APE "No ARCHAEOLOGYSURVEYREQUIRED " farm for Minor Transportation Projects as Qualified in the 1007 Programmatic Agreement. 1 of 3 Project Tracking No.: 15-06-0002 consists of the rolling and undulating terrain of the North Carolina Piedmont, and is composed entirely of one (1) soil type: Congaree loam (Co). Although considered a well-drained soil type located on long, narrow floodplains, Congaree loam (Co) is susceptible to flooding; much of the APE is considered a flood hazard based on FEMA's Flood Insurance Rate Map (FIRM), effective June 18, 2007. In terms of potential archaeological impacts within the vicinity, the Office of State Archaeology (OSA) has reviewed one (1) project, adjacent to the proposed APE, that being the wetland mitigation conducted along Horsepen Creek (ER 02-8634) from SR 2145 (Old Stage Coach Trail) to SR 2181 (Ballinger Road) on the east side of I-840. Presumably, as part of the overall Greensboro Western Urban Loop proj ect (TIP# U-2524), Horsepen Creek was realigned sometime between 2002 and 2008 in order to gain wetland credits. No archaeological survey was required for the wetland mitigation project. Nearby, the replacement of Bridge No. 97 on SR 2181 (Ballinger Road) over Horsepen Creek also did not require an archaeological survey (ER 03-1876), citing that "NR eligible sites unlikely." Of note here is that soil conditions, north of SR 2145 (Old Stage Coach Trail) within the area of wetland mitigation work (and overlapping the northern half of the APE) and at Bridge No. 97, are similar to those south of the road/APE. From an historic perspective, the surrounding property can currently be considered light industry and is part of the periphery of the Piedmont Triad Airport. Prior to the Greensboro-High Point Airport going in, all of the surrounding property was agricultural in nature. No indication of any structures in the immediate area was noted on any historic maps of the region. Given the presence of soils susceptible to flooding, previous reviews by OSA, and the fact that much of the project area has been disturbed by the removal of the bridge that is now to be reinstalled, it is believed that the project corridor, as depicted, is unlikely to contain intact and significant archaeological resources. Based on the information above, there should be no archaeological survey required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group. Based on this review there are no NR, DE, LL, SL, or SS in the project area. The only structures in the Area of Potential Effect (APE) of this project are modern industrial buildings. No survey is required. Whv the available information provides a reliable basis for reasonably predictin� that there are no unidentifed si�nifcant historic architectural or landscape resources in the proiect area: Using HPO GIS website and Guilford County ArcGIS website provides reliable information regarding the structures in the APE. These combined utilities are considered valid for the purposes of determining the likelihood of historic resources being present. Based on the information supplied by you on July 13, 2016, the impacts are located in CU 03030002 of the Cape Fear River basin in the Central Piedmont (CP) Eco-Region, and are as follows: Cape Fear 03020002 cp Cold Impacts „ Stream Cool Warm 0 87.0 Wetlands Riparian Non- Coastal Rinarian Marsh 0 Buffer (Sq. Ft.) Zone 1 I Zone 2 "`Some of the stream and wetland impacts may be proposed to be mitigated at a 1:1 mitigation ratio. See permit application for details. This impact and associated mitigation need were under projected by the NCDOT in the 2016 impact data. NCDEQ DMS will commit to implement sufficient compensatory stream mitigation credits to offset the impacts associated with this project as determined by the regulatory agencies using the delivery timeline listed in Section F.3.c.iii of the In-Lieu Fee Instrument dated July 28, 2010. If the above referenced impact amounts are revised, then this mitigation acceptance letter will no longer be valid and a new mitigation acceptance letter will be required from EEP.
