DENR request this documentation strictly to complete our file Authorization to Construct documentation for reference purposes. 2) The pump and haul permitting will be handled through the Wilmington Regional Office and is independent of the Authorization to Construct permitting process for the proposed 0.5 MGD NPDES permitted treatment facility. The equipment associated with the pump and haul operation also serves as part of the treatment facility operation and thus is part of the Authorization to Construct application and review process. 3) Ron Berry will review Wilmington comments associated with the Authorization to Construct application and advise the Permittee on any additional actions that may be required. As a general note, there was discussion about a potential future expansion to 2 MGD. Please be aware the current NPDES permit would need to be modified to include an expansion to 2 MGD prior to any future Authorization to Construct application for 2 MGD. I have reviewed Wilmington's comments, we request the following information and changes, and offer additional commentary for your consideration: 1) The influent pump station is located in the current Municipal Utility Easement and is 46 feet from the Drainage Easement (see drawing Cl). Set back rules require either a 50 feet clearance from the property line or a waiver. In this case, I need copies of easement documents allowing the installation this pump station including acceptance by the owner of the Drainage Easement property or some other official legal documentation to use as a waiver to be compliant with set back rules. 2) As part of review we need the PI&D and profile elevation of instrument alarm water levels for the influent pump station. 3) The proposed clarifiers scum pump station has only a single pump. At a minimum you will need to include an on-site spare scum pump. 4) General comment: For NPDES permit flow reporting compliance purposes, the effluent meter will be the designated NPDES reporting flow monitoring device. 5) General comment for your consideration: The use of sodium hydroxide will have an impact on the sludge (sodium portion) reducing its soil percolation capacity. May require additional sludge treatment. Recommend you discuss with contracted sludge disposal company. 6) General comment for your consideration: Temperature and dissolve oxygen levels in the MBBR basins are important process controls. You should consider including instrumentation for continuous monitoring of temperature and dissolve oxygen. 7) General comment: The Wilmington Regional Office may request additional information or may have other directions that will be directly related to the review and approval for the pump and haul permit. If you have any questions contact Ron Berry.
