This letter is in reference to items cited during an on-site inspection for the replacement of
Cabarrus Bridge 227 on Mt. Pleasant Rd. over Rocky River on May 10, 2016. Specifically a
Notice of Deficiency letter dated May 17, 2016 about two issues that were observed. The
summation of the issues was denoted in the stated letter as downed silt fence totaling 300 ft. and
failure to properly document NPDS site records as required by the storm water permit.
I have discussed these issues with my staff and those of the Contractor with the following actions
toward remedying these issues in the future:
1.) Diligent attention to all NPDS documentation of site reviews performed for both weekly
observations and after each 0.5" rainfall event within a 24 hour period, as measured on
site, where upon, these observations will be documented by the Contractor and reviewed
by NCDOT in the NPDS records.
2.) Daily inspections of erosion control devices will be performed and observed deficiencies
will be communicated to the Contractor upon discovery and NCDOT will expect those
issues to be addressed promptly and within the same day the issue is observed. All
incidents will be documented in the daily diaries.
