Brian,
I rated the stream on the Lilly tract today. Ron Johnson (Earth
Tech), and Chris Underwood and Morgan Shepherd (DOT) were also
present. The stream received a rating of 25.25 on the Stream ID Form
at the point 35.57368 N and 77.07154 W. This score would give the
stream an intermittent classification at this location. Let me know
if there are any more questions regarding this call. Thanks.

other than a DWQ employee, you will need to get a call made by DWQ.
It is my understanding that the Corps will allow mitigation on a
intermittent stream. So they may be interested in attending this
determination regardless of the call. My feelings on this, having
looked at the stream in the field back in the late spring/early
summer, is that it is a perennial stream. Either myself or Garcy
Ward of the Washington Regional office can make this call. Let me

Since you were so cooperative in assisting us in investigating
the Lilly Property as a possible on-site mitigation site, I
wanted to update you in the findings.
The mitigation site on the Lilly Property was found to be
unfeasible. The farmland to be excavated was found to have a
clay that would impede the wetlands construction.
During the field in July the stream was determined to be
intermittent and would not be a candidate for restoration.
A letter is forthcoming with a more detailed explanation.
I just
wanted you to beware of the situation before you received the 4C
meeting package.
