Attached is a letter addressed to Karen Higgins requesting the re-application for the 401 Certificate for the Ward Mil
dam. I believe this is consistent with the letter and with the recent conversation we had.
As I have indicated, I expect that the draft will be issued by FERC within the next 2 weeks, and I hope that your
department can then complete the consideration of the application. I understand that the attached letter will suffice, and
no printed copy needs to be mailed.

Ward Mill Hydroelectric Project — P-9842-0006
Dear Ms. Higgins:
I have received your letter of July 14, 2016 concerning the Ward Mill Hydroelectric Project and the fact
that the FERC environmental analysis has not been completed and published as the anniversary of the
application approaches. It is our understanding that FERC staff is nearing completion of the draft
environmental assessment, and expects that the draft will be published prior to the end of July, 2016. It is
also our understanding that as a draft, parties will have an additional 45 days to comment, and the FERC
staff will consider the comments before the final environmental assessment is issued. I will forward a
copy of the draft EA to your office when we receive it, and we hope that your review of the 401
application can continue based on that document.
As the agent for the applicant, I request that the department consider this letter as a re-application for the
401 Certification for this project, utilize the existing filed materials, and extend the period for
consideration of the application.
