On January 28 2008, the property owners eived a letter requesting additional information to- supplement the Pre-construction tification submitted on December 31St 2007. This letter and package include all other ms and required documentation requested from the previous correspondence as lined below: Please re-submit your site plans on full plan sheets at a scale of no smaller than 1 "=50'. Response- The requested scale of 1"=50' was not feasible on full (24" 3615) plan sheets due to the size of the tracts. Site plans are however, resubmitted on full plan sheets for each proposed tract of the property at a scale no smaller than I"=100' (one tract fit on a V'= 50'). 2. Please provide an inventory of proposed project imperviousness area based on the estimated built-out conditions. Please include all proposed building rootprints, roads, driveways, sidewalks,'gravel-surfaced areas, amenity areas, etc. Response- Inventories of proposed project imperviousness areas were compiled according to the Johnston County Stormwater Design Manual. There .are currently no estimated built-out conditions for the site. Son-Lan Dev. is only applying for the requested stream crossing to provide access to the tract and not attempting to develop the individual tracts. Any proposed development will require a submission of a Stormwater Management Statement. We conducted a meeting with Jamie Guerrero (Johnston Co. Public Utilities) to clarify our response. He stated that all future development plans, regardless of the developer will meet all state and county stormwater standards as well as necessitating a Perimeter Setbacks for the tract layouts per the proposed zoning designation. A wetlands, streams, and buffers are noted on tract layouts and their associated are are enumerated. Additionally the environmentally sensitive areas (wetlands, streams, and buffers) will be included in an overall conservation easement or perpetual deed restriction, prohibiting building within, to be recorded at time of sale. To reduce encroachment, we are providing additional setbacks as "No Bui Zones" along the environmentally sensitive areas. 4. Please indicate proposed lot layout as overlays on the site plan. Response- One large overall map, as well as an individual tract layout for each of the nine proposed tracts is provided with associated setbacks as denoted in response to Item #3. 5. Please locate all isolated or-non-isolated wetlands, streams, and other waters of the State, along with topographic contours, as overlays on the site plan. Response- Topographic features and areas to be conserved/restricted (buffers an( wetlands) are designated on each individual tract layout. Also on overall site plan. 6. Please locate all of the protected riparian buffers as overlays on the site plan clearly showing Zone] and Zone 2. Res once- All buffers are shown on the overall and individual tract layouts. Zones 1 and 2 are clearly defined and areas in buffer, streams, and wetlands are calculated on a per tract basis. Also noted on the individual and overall tract maps, is the 100' buffer along Swift Creek per Johnston County. Please submit electronic CAD files showing proposed stream crossing, via email to ian.mcmillan@,ncmail net and provide a CD along with your response to the additional information requested. The Johnston County Planning )artment can provide complete information on all applicable County ordinances and policies. ;.01 Stormwater Management Plan Permit Application approved Stormwater Management Plan is required for all new development. The rmwater Management Ordinance defines new development as: activity that disturbs more than one acre of land or creates more than 17,000 are feet of impervious surfaces for a single family or duplex residential elopment, recreational facility, or multifamily, institutional, commercial or istrial development tormwater Management Plan Permit Application shall be submitted on behalf of the ier or developer of the site where new development is proposed. The owner or eloper must sign the application and provide the required contact and development rmation on the application. An application form is included in Appendix B.
