Jeff,
I am still trying to get around to the credit release for the sites we reviewed this year, but wanted to let you know that
we won't be releasing all the credits from St. Clair at this point. Given what we saw on the site, we (myself and the IRT)
have concerns about the success of both the wetlands and the stream. I have to look at the release schedule for the
project, but we are concerned that the credit releases may get ahead of what the site will ultimately generate, especially
for stream. Additionally, I think we need to withhold releasing all the credits until we have a plan from the provider that
addresses some of the concerns with the site.
Our concerns are more around the streams than the wetland, so we believe it would be appropriate to withhold half of
the stream credit for this past year, but go ahead with the full wetland credit release. Additionally, if the problems
persist,we will continue to withhold releases in future years. If you can adjust the ledger to reflect this change and get
it back to me, I will try to get you the release approvals soon.

Just following up on the credit release approval for the 31 of 32 projects proposed for Credit Release in 2016 at the April
25, 2016 meeting that the IRT agreed to approve.
Also wanted to check in to see if you have made a decision about credit release for St. Clair or if there is any additional
information you need from us. Once you make your decision on this project's credit release, let me know and we will
revise the credit ledger as needed.

Attached are the updated 2016 Credit Release Ledgers for your signature. The attached contains ledgers for 31 of 32
projects proposed for Credit Release in 2016 at the April 25, 2016 meeting. All necessary updates to ledgers and
additional project information required during the credit release meeting has been submitted and updated deliverables
containing this information have been uploaded to the DMS website. The one ledger not included is that for St. Clair
Creek as we are awaiting your final decision based on the April 28, 2016 site visit. Once you have notified us of your
decision on St. Clair we will prepare the ledger and submit for your signature.
