Guilford County Br# 400247 — NES surveyed this project for Small whorled pogonia on May 17, 2016. Habitat exists on
the southeast quadrant of the project but no plants were found.
Biological Conclusion for Small whorled pogonia: No Effect with Habitat
Orange Br# 670126 — NES surveyed this project for Michaux's sumac and Smooth coneflower on May 17, 2016. Habitat
exists in the utility corridor on the southwest and southeast quadrants of the project for both plants and along the
roadsides for Michaux's sumac -no plants were found of either species.
Biological Conclusion for Michaux's sumac and Smooth coneflower: No Effect with Habitat
NES Bios survey unit surveyed the project reach for Dwarf wedgemussel on January 21, 2016.
Appropriate habitat for the Dwarf wedgemussel exists in the project reach but no specimens were found. Concurrence
from USFWS (NES will submit) will be needed for the Orange County bridge.
Biological Conclusion for the Dwarf Wedgemussel: May Affect Not Likely To Adversely Affect

Good morning. Just checking on the schedule for conducting the T&E surveys for Guilford County Br# 400247 and
Orange Br# 670126. The Guilford County bridge is of upmost importance. We need to construct this one this summer
to avoid detours for the school busses.
Please advise when the surveys are complete

is assessing the Orange County Bridge for mussel habitat. I have attached the checklists I sent to Tim Powers in case you

The main question here is whether or not the Natural Resource field work was completed and if so by whom — it was not
included in our (PEF) scope of work and we assumed that it was contracted under a separate on-call thru Jerry Parker.
Tim Powers got Jeff to provide wetland/stream files but as far as I know he did not complete the T&E surveys. Our
scope was to compile all the info prepared by others into the Attachment G form — which is the info requested by Aileen
at the very bottom of this email thread.
Tim Powers is going to talk to you and Jerry in an effort to determine what had been done and/or what needs to be
done to complete.

Sadly, that justification isn't robust enough. I've attached the recent one that Tim Powers did for the last bridge to
culvert I permitted in December. This is the type of documentation that the USACE requires. Also, I'll have to send the
project to Gary and Travis for their thoughts.
I'll wait to hear from Mr. Hemphill for the NES information.

I have cc'ed Jeff Hemphill. He did the site review for NES for both of these projects.
As far as bridge to culvert for #126, info is included in the Stormwater Mgmt Plan, pg 2(Bridge to Culvert Avoidance &
Minimization) section of the permits. We are not proposing a bottomless culvert, this is an aluminum box culvert, 4-
sided. Let me know if additional info is needed.

This is the first that I've seen of these projects — I need to review these in the field before I do anything.
Has the "field" component been done? (i.e. has someone reviewed for wetlands and/or tributaries in the project study
area?) I have the files that Galen sent last week — I still need to review.
As for the submittal — since I haven't even started these bridges, I can't guarantee having permits in hand the first of
March. These are in the queue, but I've got a few others ahead of these that I need to address first. I can say that
generally speaking, once I submit to the USACE and DWR, their turnaround time has been about 2 weeks.
So, I've got the maps for review and I'll get to those as soon as I can. What I don't have are the SHPO/OSA
documentation, Attachment G, biological conclusions discussion/letters, etc.
Also, in quickly looking at the plan sheets, Bridge 126 is a bridge to culvert. This will be a full blown Preconstruction
Notification and I'll have to secure mitigation for it. In other words, I don't need the Attachment G, but I do need a
bridge to culvert justification in addition to the other documentation. This bridge to culvert will also need a construction
sequencing plan to show how the work will be done in the dry. Continuing in that vein, is this a bottomless culvert? If it
is, I need the geotechnical reports that prove there is non-scourable rock within the appropriate elevations to install the
bottomless culvert footers. With this said, Bridge 126 will take me more time to pull together — and may also take a bit
more time for the agencies to review.

These are the two projects we discussed several weeks ago where NCDOT kept the Natural Resource work in house. We
received the wetland files, however, we need the additional environmental information (outlined below) as well. I have
attached the scoping meeting minutes for Nicki since she did not attend the field visits. I suspect that this just slipped
thru the cracks similar to the wetlands and it did not occur to me that we needed this at the time of our discussion
concerning the wetlands.
We submitted the 90% plans to you earlier today and are scheduled to submit the final sealed plans by the middle of
March 2016 in order to make the May 19, 2016 LET.
Can this environmental info be obtained by the first of March so we can remain on schedule? Please let me know how
you wish to proceed.
Galen — will the permits be approved by the LET date??
