We are very familiar with the site since conducting the site assessments in November 2006. We are submitting the additional information requested from written correspondence on February 8, 2008. We are requesting from NC Division of Water Quality (DWQ) written approval under Section 401, Clean Water Act, 33 USC 1344. This will assist in compliance with Nationwide Permit (NWP) 29. We have addressed your included written comments in the following paragraphs. 1. Please re-submit your site plans on full plan sheets at a scale of no smaller than 1"=50'. Please refer to the attached revised site plans 2. Please provide a BMP Supplement Sheet for each proposed best management practice that will be used on the site. Please refer to the attached stormwater calculations package. 3. Per the requirements of GC3705, this project must comply with Stormwater Management Plan Requirements for Applicants Other than the NCDOT. Please include an SMP that removes a minimum of 85% TSS and 30% TN from the stormwater generated by this project. For each proposed BMP, please provide a completed BMP Supplement form, with all the required items. This project complies with the Stormwater Management Plan Requirements for Applicants Other than the NCDOT Section a. (SMP Requirements Where Another State Stormwater Program is in Effect). The attached plans were approved according to the Richland Creek Watershed requirements (WS WS-IV) and Neuse River Buffer Rules. 4. Per the requirements of the NRBR, all stormwater drainage from this site must be discharged through a correctly designed level spreader. Please refer to C-3, D-6, & D-7 for the location and applicable details of the level spreaders and bypass devices. 5. Please provide one Level spreader supplement form for each proposed level spreader Please refer to the attached stormwater calculations package. Level Spreaders One & Two have their own supplemental forms. 6. Please locate all of the protected riparian buffers as overlays on the site plan, clearly showing Zone 1 and Zone 2. Please refer to plan sheet C-1. The stream bank, Zone 1, Zone 2„ and 100-foot watershed buffer are all shown. 7. This Office believes that the road crossing labeled on the plans as RC-1 can be bridged to avoid the impacts to the stream. Please revise the plans to avoid the impacts. We are requesting that the proposed Richland Ridge Road Extension remain as the previously planned culvert. A 36-feet x 55-feet bridge would increase the stream crossing cost approximately $250,000. This would create significant economic hardship on this 30-lot project. 8. In Section V of the PCN you state that there are no future plans for the site. However, on plan sheet C-3A, you show a future box culvert. Please revise your plans to show all proposed future impacts. DWQ 401 Certification & Neuse R.
