The DWR has determined that your application is incomplete and cannot be processed. The application is on -hold until the following information is received: 1. Impact S1: Provide the proposed longitudinal slope and a proposed typical cross-section with dimensions including channel cross-sectional area, bottom width, top width, streambank slopes, and channel depth. Provide justification for the proposed channel dimensions based on reference reach information or stable dimensions upstream and downstream of the impact area. Size the channel appropriately to prevent future channel aggradation or degradation. [15A NCAC 02H .0506 (b)] 2. Impact S2: The proposed plan includes the removal of an existing rock dam. Please provide a descriptive narrative on the proposed construction techniques and construction sequence to prevent the release of accumulated bed sediments to the downstream channel during the dam removal and stream channel construction. Include construction details to stabilize the channel bed and provide grade control to prevent unstable headcuts in the proposed channel. [15A NCAC 02H .0506 (b)] 3. Impact S2: Provide the existing and proposed longitudinal profile and channel cross-section dimensions. Provide justification for the proposed channel dimensions based on reference reach information or stable dimensions upstream and downstream of the impact area. Update the impact table on the PCN application if the channel stabilization impact area increases upstream to achieve a stable channel slope. [15A NCAC 02H .0506 (b)] 4. Impact S3: Provide the existing and proposed channel cross-section dimensions. Impact S5: Per condition 8 of Water Quality Certification 3883, placement of culverts and other structures in waters and streams must be below the elevation of the streambed by one foot for all culverts with a diameter greater than 48 -inches, and 20 percent of the culvert diameter for culverts having a diameter less than or equal to 48 inches, to allow low flow passage of water and aquatic life. Provide justification if the proposed culvert installations do not meet this condition. Reference the NC Wildlife Resource Commission letter dated June 17, 2016 for additional recommendations (see attached). Pursuant to Title 15A NCAC 02H .0502, the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received within 45 calendar days of receipt of this email, the DWR will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the DWR for approval, including a complete application package and the appropriate fee. Contact me if you have any questions or concerns.
