Improvements may include at-grade intersection upgrades or a grade separated interchange. Also, two legs of this intersection have projects assigned to the 2040 MTP (the northern leg of US 401 has a year 2020 widening project and the eastern leg of Mitchell Mill Rd has a year 2020 widening project). As part of the City of Raleigh Road Bond (2005), the Mitchell Mill Road Widening Project has completed the right of way and easement acquisition phase, has received construction bids. Construction is scheduled to begin in spring, and is estimated for completion in 2017. The proposed action is listed in the NCDOT 2016-2025 State Transportation Improvement Program (STIP) as Project Number U-5748. With a Regional Impact Score of 62.82, the project ranked 17th for NCDOT Division 5 projects and is considered competitive at the regional level. Additionally, the project scored 20.67 for Divisional Needs. The project is fully funded on the STIP. In addition to the interchange, the project will include improvements to US 401, Ligon Mill Road and Mitchell Mill Road extending approximately 1,000 ft along each leg to accommodate interchange ramps, auxiliary lanes, and traffic merges/weaves. The proposed action is listed in the NCDOT 2016-2025 State Transportation Improvement Program (STIP) as Project Number U-5748. The project is also listed as a Year 2030 project A130c, in the NC Capital Area Metropolitan Planning Organization (CAMPO) 2040 Long Range Transportation Plan. Draft Proiect Need: The primary need for the proposed action is: ■ Poor level of service and traffic operations related to the intersection. ■ Excessive queuing on Ligon Mill Road and Mitchell Mill Road for southbound traffic. Draft Proiect P The primary purpose of the proposed action is: ■ Improve traffic operations at the intersection. ■ Improve safety at the intersection.
