It appears that some of this site is/was in pasture. If any of this site was prior pasture then before planting the fescue should be treated and then, if possible ripped. This will help the bare roots a great deal. 2. In the Monitoring Section (8.0) they reference the USACE February 8, 2013 Monitoring Requirements, later in Table 4. they list the required metrics. This guidance requires bank pins, but I would not recommend that they need to install bank pins. 3. For vegetative monitoring, they simply state in Table 4, "Vegetation will be monitored using a standard sampling method"..., the method in the guidance document is pretty specific, meaning that they need to have at least 3 fixed plots. I would make sure they have at least 3 plots, but recommend 4. The guidance calls for all fixed plots but I think 2 fixed and 2 random plots would be fine. 4. Table 4 also refers to mapping of exotic veg, encroachments and photographs. These items should all be included in monitoring annual plan view which identifies, veg plot location and success, stream problem areas, areas of exotic vegetation and any encroachments. They (Wildlands) typically do this , at EEP/DMS its call a Current Condition Plan View (CCPV). 5. In Table 3 of the Performance Standards, one of their veg metrics is no more than 15% cover of exotic/invasive species, I would lower that % to 10%. I think that about does it. I believe you have been copied on some of the correspondence regarding the plan.
