My comments:
^ The applicant must prove avoidance and minimization of stream and wetland impacts ~ ~'0
through State and Federal review processes. If this is accomplished, then th mitigations U ~ ~~,
plan is acceptable, with the following notes.
^ The proposed nonriparian mitigation is acceptable. The utilization of credits t GSRA, an ~, ~
established mitigation bank, will reduce temporal loss of wetland functions: ~~
• The proposed riparian mitigation is acceptable IF:
o EEP provides 2:1 mitigation credits, and ~ Q'
o EEP can secure riparian credits within the cataloging unit in which MARSOC
impacts occur. ~
^ The State does not require mitigation of intermittent stream impacts at this time.
Therefore, stream mitigation requirements for this project will be determined by USACE. ~ ;C
