URS's submittal provided under our cover letter of November 21, 2007 has been updated. The attached
`Wetland Mitigation Plan Summary' drawing (original and four copies) has been revised to indicate
the drawing date and the complete proposed contours at the Headquarters area. This is per your
discussion with Robert Marszalkowski. Revised drawings will also be provided to the persons on the
copy circulation list. Attachment B from the previous submittal (Proposed Site Plan Revision -18
Oct 2007) remains unchanged.

Dear Mr. Shaver:
In accordance with the 9 October 2007 initial provisional permit to fill section 404 wetlands and
jurisdictional stream for placement of the MARSOC within the Stone Bay area of Camp Lejeune, URS
respectfully submits this supplemental information to assist in securing final authorization. The
proposed construction and operation of the MARSOC complex will fully comply with the general and
special conditions identified in the provisional permit.
Based on discussion held with Wilmington District COE during the current design-build process, this
submittal of wetlands impacts and proposed mitigation covers the Headquarters Area, to be constructed
as part of the Fiscal Year 2007 MARSOC Facilities. The remainder of the 2007 Facilities, as well as the
2008 Facilities, will be sequenced and submitted under separate cover.
1. The overall purpose of this Military Construction Project (MILCON) is to construct and operate
the MARSOC complex to maintain and enhance the combat readiness of the Marine forces
stationed at Camp Lejeune. The Marine Corps' mission is to provide the most effective fighting
force possible in a rapidly changing world accented by asymmetrical warfare and the continuing
war on global terrorism. The MARSOC complex will be an integral part of this mission.
2. This phase of the project addresses only the Headquarters (HQ) Area, consisting of clearing and
grading operations required to construct the HQ building and associated infrastructure.
The attached site drawing identifies jurisdictional wetland areas and length of stream to be
impacted by the subject development. These have been separated into the HQ Area, remaining
FY 2007 Facilities and FY 2008 Facilities. The areas of impact were calculated in AutoCadd
and are based on the layout of the proposed MARSOC Complex buildings and infrastructure.
The horizontal and vertical datum is based on the North Carolina State Plane Coordinate System
(horizontal) and NAVD 1988 (vertical). The wetlands survey data was imported from the
"Survey of Wetlands and Stream Origins, MARSOC" Final 2007, prepared for Marine Corps

Base Camp Lejeune and Naval Facilities Engineering Command Atlantic. This report presented
a detailed delineation and surveying of the existing wetlands and stream origins present on the
project site.
4. An Environmental Assessment (EA) was completed for the project in early 2007 and a Finding
of No Significant Impacts (FONSI) was signed in mid 2007.
Overall, the entire project will impact a total of 5.20 acres of non-riparian wetlands, 0.82 acres
of riparian wetlands and 2,275 linear feet of intermittent stream located within the site
boundaries. No perennial streams, estuarine or navigable waters or coastal marshland are
involved. Under the Headquarters Building Phase, 2.58 acres of non-riparian wetlands and 864
linear feet of intermittent stream channel will be impacted (no riparian wetlands will be
impacted during this phase of development).
6. The initial project design work, conducted during the RFP planning/preliminary design phase,
developed and considered avoidance and minimization criteria to the extent possible when
placing the MARSOC facilities. During the current design-build phase, discussions held with
representatives of the Wilmington District COE office during the project Concept Development
Workshop No. 1 (Wilmington, October 16-18, 2007) were incorporated and further reduced
impacts to several wetland areas within the project boundaries (see attached `Proposed Site Plan
Revision' drawings dated 10/18/07). A supplemental meeting held at the Wilmington District
on November 14, 2007 further refined the site plan. As such, the current layout represents the
minimum, unavoidable impacts to wetlands and stream channel due to cutting and filling
operations necessary for construction of site buildings and infrastructure.
The mitigation approach is summarized on the attached site drawing and detailed below. The
mitigation plan is consistent with the Special Conditions section of the provisional permit:
a. On-site Mitigation: Under this phase, the non-riparian wetlands will be mitigated in-
kind and near-site, using the Greater Sandy Run wetlands mitigation bank (GSRA) on
Camp Lejeune mainside. The mitigation ratio will be 1:1.5 (1.5 acres of wetlands
created for each acre lost).
b. NCEEP Mitigation Credits: Due to the site topography which contains fairly steep
variations in terrain and the proposed site development requirements, opportunity for
the creation of additional stream channels on-site is severely limited. Therefore,
purchase of credits under the NC Ecosystem Enhancement Program (NCEEP) program
is proposed for the intermittent stream impacts that cannot be mitigated on- or near-site.
Similarly, the riparian wetlands affected under this phase will be mitigated at a ratio of
1:1, using the State's EEP.
c. Future Miti ation: Mitigation of FY07 and FY08 Facilities will consider on-site
mitigation for intermittent stream impacts by several actions including removal of an
existing culvert (see Note 1 on attachment) and restoration of approximately 60 linear
feet of stream channel interconnecting two wetlands areas. Another potential area for

channel relocation is identified as Note 2 on the attachment. These actions will be
submitted under separate cover, as described earlier.
8. The project site is not in a designated Area of Environmental Concern, as defined by the Coastal
Resources Commission. The project will not result in the loss of, or impacts to, estuarine
waters. No estuarine waters are located within the project site. The project will not impact
coastal resources or prohibit access to coastal resources by the public. The areas immediately
north of the project site are existing military live-fire ranges where public access is strictly
prohibited. The project site does not currently provide unique habitat conditions that support
threatened or endangered native flora and fauna. The project will have no adverse impacts on
any state or federal listed species.
9. Construction and operation of the MARSOC complex will be fully consistent with the
applicable policies of the North Carolina Coastal Management Program (CAMA) and Onslow
County's Coastal Zone Management Policies. A request for a CAMA consistency determination
has been submitted.
10. An erosion and sedimentation control (ESC) plan approved by the North Carolina Division of
Land Resources, Land Quality Section, would be implemented to protect adjacent areas from
receiving escaping sediment. ESC plans for the Headquarters Building have been submitted.
