PROJECT SUMMARY: The applicant is proposing to replace an existing docking facility with a new fixed pier, gazebo and floating docks. Wilmington Light Infantry Club c/o Ralph Mullis Page Two 9. PROJECT DESCRIPTION: The project site is located 10 Channel Ave., adjacent to Banks Channel, in Wrightsville Beach, New Hanover County. To get to the site from Wilmington take US Hwy 74/76 to Wrightsville Beach. Travel across the drawbridge and keep to the right. Continue to head east over Banks Channel Bridge. At the stoplight head east and travel north on N. Lumina Ave. until you reach the immediate left at Sweeny Ave. Turn onto Sweeny Ave. and continue until you reach the property of interest, located on the right at the terminal end of Sweeny Ave. and Channel Ave. The property is adjacent to residential properties on the north and the Town's right-of-way to the south. The current elevation of the property is approximately 5' above normal high water (NHW). The property is approximately 5,500 sq. ft. in size. There is a two-story residential structure on the property, which is owned by the Wilmington Light Infantry Club. The highground vegetation on the property consists mainly of lawn grasses and ornamental plants. The property has approximately 51 linear feet of shoreline that is stabilized with a concrete bulkhead and riprap type material. There are currently no coastal wetlands at this property. There is an existing dilapidated community dock, which the application states was built back in the mid 1960's by the club members. The existing pier extends from the bulkhead a distance of approximately 55' towards the west into Banks Channel. The pier terminates into a partially covered platform, measuring approximately 16' in length by 16' in width. An access leads onto a floating dock, measuring approximately 20' in length by 10' in width, which is located waterward of the gazebo running parallel with the shoreline. Another access ramp leads onto a floating dock located on the northern side of the gazebo, measuring approximately 16' in width by 6' in width, which runs parallel to the shoreline. Landward of the floating docks are three (3) mooring pilings. The application states that the current facility accommodates up to seven (7) vessels. The application states that the water depth around existing structures range from approximately-2' to -10' @ mean low water (MLW). The existing structure as stands is nonconforming to current regulations, which include the four square foot rule and the 15' riparian corridor setback requirement. The existing structure crosses the Town's riparian corridor located on the southern end of the property (See riparian survey dated 10/3/07). The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SB by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this area of Banks Channel as a Primary Nursery Area (PNA), and the waters adjacent to the proposed project are Closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to replace an existing docking facility with a new fixed pier, gazebo and floating docks. The application states that once the existing structures are removed a new fixed pier would extend towards Banks Channel a distance of 48' in length. The pier would terminate into a new 16' in length by 16' in width gazebo. An access ramp would lead onto a new floating dock, measuring 46' in length by 6' in width that would run in the same alignment as the fixed pier. The floating dock would then terminate onto another floating dock, measuring 20' in length by 8' in width creating a "T-head" configuration. The application states that this floating dock would be designated for transient vessels, but primarily as a swimming platform. The application also proposes to install two (2) pilings on each side of the fixed pier, landward of the gazebo that would also be designated for transient vessels such as personal watercrafts. The application states that the new configuration would continue to accommodate up to seven (7) vessels. 10. ANTICIPATED IMPACTS The proposed reconfiguration would incorporate approximately 704 sq. ft. of Estuarine Waters and Public Trust Area. The proposed structure would accommodate up to seven (7) vessels. Minor increases in turbidity should be expected during construction. The proposed structures would extend approximately 125 feet into a waterbody, which measures approximately 800 feet across, which would conform with the 1/4 width rule. The structures would not exceed the Town of Wrightsville Beach historical pierhead length and would not encroach into the 15' riparian corridor setback requirement. Submitted by: Robb L. Floating T-head Swimming Platform Date W))?- RECEIVED DCM WILMINGTON, NC FEB 0 7 2008 January 3, 2008 Project Narrative The purpose of this application is to obtain a CAMA Major permit to rebuild the pier, gazebo and docks for the Wilmington Light Infantry Club located at 10 Channel Dr., Wrightsville Beach, North Carolina. The club was formed in 1935 and the pier, gazebo and docks were built in 1965. The structure is showing its age and is becoming unsafe for the members and they would like to rebuild new. The present structure was build before CAMA and therefore does not conform to present CAMA Major permit guidelines. The members would like to redesign the new structure to better conform to Major permit guidelines without losing the amenities that that have come to enjoy. No repair work or new work can be done according to CAMA until a permit has been issued. The present structure, built in 1965, does not conform to present day CAMA Major permit specifications. The pier violates the 15 ft. riparian setback on both the North and South sides and it exceeds the allowable square footage set forth by CAMA. The club has 50 ft. of linear frontage along Banks Channel allowing for a total of 200 sq /ft. of buildable surface area beyond a 6 ft. corridor. The present gazebo and docks exceeds this by 196 sq/ft. The new project will start with the complete removal of the existing structures. Once removed we will begin the construction of the new design which consists of a 6 ft. x 48 ft. fixed access pier leading to a 16 ft. x 16 ft. gazebo. Along the side of the pier, near the Gazebo, will be two tie pilings on each side of the pier. These will be used for transient day docking of jet skis or small skiffs under 16 ft. in length. Beyond the gaze- bo will be a 6 ft. x 46 ft. floating dock that will run perpendicular to the channel allow- ing for four boat slips (two per side). At the end of the floating dock, running parallel to the channel, will be a floating t-head that will be used as a swimming platform. This platform may also be used as transient docking if the need may arise but is not anticipated due to this being a designated swimming area for club members. The new design, like the present design, does not conform to the guidelines for pier construction under a simple CAMA Major permit. However, the new design does make an attempt to conform to the guidelines by restricting the new construction to the area between the 15 ft. riparian setbacks and by reducing the buildable surface area by half of the present design. It will be reduced from 396 sq/ft. to 272 sq/ft. out of the 200 sq/ft. allowable with 50 ft. of linear shoreline. We will be following standard pier and dock construction techniques ui R-EtEIVED DCM WILMINGTON, NC FEB 0 7 2008 this area. We will be using CCA 2.5 treated round pier pilings that will be set to 8 ft. minimum penetration using a water jet. The framing, decking and handrail will con- sist of ACQ treated material that will be hand nailed using stainless steel ringshank nails and secured with H.D. gale. hardware. Crossbracing will consist of CCA 2.5 treated material and H.D. galv. hardware. The floating dock will be constructed using ACQ treated framing and decking and rotary molded floatation. The dock and t-head will be anchored by eight CCA 2.5 treated system pilings. All framing and decking for the floating dock will be done with stainless steel ringshank nails and H.D. gale hard- ware. The present pier, gazebo and docks are 42 years old and are in a very bad state. The club has 43 members, this does not include the spouses and children of the mem- bers. Out of the 43 total members, more than half (23) are senior citizens. The primary concern of the members is safety. Along with safety their primary desires are a 16 ft. x 16 ft. gazebo, an 8 ft. x 20 ft. swimming platform, enough slip space to accommodate four boats no larger than 20 ft and two transient day slips for shallow draft boats less than 16 ft. in length. These are amenities that they currently have and do not want to lose.
