The a�chaeological Area ofPotential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) east and 300 feet west along Watchtower Road from the ends of Bridge No. 272. The corridor is approximately I50 feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of the road from its present center. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� `NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAE'OLOGICAL SITES PRESENT OR AFFECTED form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of7 Project Tracking No.: 14-09-0008 Brief description of review activities, results of review, and conclusions: Bridge No. 272 is located southeast of Greensboro, northwest of Liberty, and west of US 421 in the southeast corner of Guilford County, North Carolina. The project area is plotted in the central portion of the Climax USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on September 5, 2014. No previously recorded archaeological sites have been identified within or adjacent to the APE or within a mile of bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2014), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and Google Street View application were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. An archaeological reconnaissance and field survey was carried out on October 21, 2014, to further assist in evaluating the project area. Bridge No. 272 and Watchtower Road cross Climax Creek east to west. The creek drains to the north into Big Alamance Creek. These waterways are part of the Cape Fear drainage basin. The APE resides along a broad floodplain with terraces at either the end (Figure 2). The area is forested to the north and east, and a pasture is to the south and west (Figures 3 and 4). Ground disturbance is minimal, but the road is elevated on an earthen embankment. According to the USDA soil survey map, the APE encompasses three soil types (see Figure 2). The floodplain is made up of Wehadkee silt loam (Wh). This series is nearly level and poorly drained. It is unlikely to produce significant cultural resources associated with early settlement activities due to being persistently wet. No subsurface testing is recommended for this series. The terraces, however, are composed of Cecil sandy loam (CcC) to the west and Madison sandy loam (MaC; MaD) to the east. Both are well drained with slope less than 15 percent. These series are well suited to potential yield intact and significant archaeological sites since it is dry, fairly level, and near fresh water. A review of the site files shows no archaeological investigations or reported sites within the vicinity of the bridge. More comprehensive work is needed in the area before conclusions can be drawn, but fairly level landforms such as the terraces near streams generally have the potential yield significant sites. Lastly, a historic map review was conducted prior to the field investigations. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads and settlements. It is not until the early 20th century that maps are produced that show the project area with any accuracy. Nearly all of the early maps are similar to the 1920 Guilford County soil survey map (Figure 5). This map illustrates a road similar to Watchtower Road with a crossing over the creek at or near the current bridge. No structures are plotted in the vicinity of the crossing. Subsequent maps provide no further useful information. It is not expected archaeological deposits associated with former structures will be encountered within the APE. The archaeological field investigations at Bridge No. 272 consist of three shovel test placements (STPs) within the APE (see Figure 2). These three STPs were plotted at the end of the APE on the terraces in the northeast, southeast, and northwest quadrants. No STPs were excavated within the floodplain due to poorly drained and persistently wet soils. Surface visibility was poor throughout, and as a result no surface inspection was conducted. The soils typically consist of three stratigraphic layers. The top layer is a 10 to 20 cm (ca. 4 to 8 in) thick dark yellowish brown (lOYR 3/4) sandy loam. It is followed by a yellowish brown (lOYR 5/4) sandy loam that extends approximately 40 cm (ca. 16 in) below the surface. Subsoil is a brownish yellow (lOYR 6/6) sandy clay loam that extends at least 50 cm (ca. 20 in) below the surface. The subsurface investigations failed to identify cultural material, and the historic map review suggested that no significant historic features are present. As long as impacts to the subsurface occur within the defined APE, no further archaeological work is required for Bridge No. 272 in Guilford County. Should the design or permit requirements change, further archaeological consultation might be necessary. There are no properties less than fifty years old which are considered to meet Criteria Consideration G within the project's area of potential effects. There are properties over fifty years old within the area of potential effects, but they do not meet the criteria for listing on the National Register. Date of field visit: Description of review activities, results, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on September 9, 2014 Based on that review, there were several properties in the Area of Potential Effects, which is 75' from the centerline each way and 300' from each end of the bridge. There is a c. 1883 survey site house (Thomas R. Greeson House and Farm) west of the bridge with adjacent farmland and outbuildings, and it required an evaluation. The house and outbuildings were determined eligible for National Register listing in March of 2015. A National Register boundary was set that encompassed two parcels on which sat the house, outbuildings, and land historically associated with the property. The report was delivered the NCSHPO for concurrence. The North Carolina State Historic Preservation Office reviewed the findings and determined that a smaller National Register Boundary was more appropriate to reflect the property's eligibility. The letter detailing the National Register boundary is attached. The easternmost portion of the National Register boundary lies approximately 700' to the west of Bridge No. 272, and therefore falls outside of the APE for this project. Bridge No. 272 is not eligible for National Register listing based on the NCDOT Historic Bridge Inventory. All other structures are under fifty years of age based on tax information and aerial imagery. There are no National Register listed or eligible properties within the APE. If design plans change, additional review will be required. In terms of Criterion A, apart fxom the 1880 farm census (prior to this I-house being built) and one sentence in a cuxxent website fox the Greeson Faxm, no othex information is offexed about what was produced at the faxm. The census includes a vaxiety of faxm products, but NOT cotton or catde as claimed on the website. Corn, oats, wheat, fruit trees, and sheep are the main products. It is unknown what was latex gxown at this farm to determine if it is a good repxesentative example of farming in southexn Guilfoxd Counry from the 1880s-1920s. Most of the resources date to that time period. Also, it is not known if the log section of the barn dates to the early 19`h century, as claimed in the report. It could easily be from the latter part of the century. The oldest map available is the 1970 USGS map, and the open field pattern generally follows what is there now. Howevex, no information is given about what the properry looked like in the eaxly 20�` century. Thus, we do not believe the property meets Criterion A due to the lack of documentation about how it fits a historic pattern of farming in the county. It is very likely that the Thomas GYeeson Farm stands among a small number of intact farmsteads in the county where both the house and several outbuildings remain, in addition to the historic farm setting. We, thexefore, concur that the Thomas Greeson House and Farm (GF1923) meet Criteiion C for architecture — both in terms of the I-house massing and restrained pictuxesque sryle of the house and the distinctive construction features of the well house, barn, log outbuilding, and peYhaps the 1920s machine shed and coxn crib. The positive assessment of the house is based on the confirmed retention of interior finishes beyond the center hall, the only room in the house seen by the author. The boundary for this group of buildings should encompass both sides of the road as shown in red on the attachment. The boundary is smaller than what'was proposed to reflect the properry's eligibility for architecture, not agriculture.
