Project Description - The project consists of replacing Bridge #272 over Climax Creek on SR
3368 (Watchtower Road) and improving roadway approaches. The existing double-span, 3Y L X
22' W, timber deck on timber joists, timber caps and concrete encased timber posts and piles is
structurally deficient and will be replaced with a new 65' L X 30' W, single span, cored slab
bridge at the same location, An off-site detour will be utilized during construction. There are
wetlands located near the project area, however, they will not be disturbed. This project proposes
only 23 linear feet of temporary sU�eam impacts associated with bent removal (existing bent in Yl�e
stream channel). Please note that there is an intermittent UT to Climax Creek tl�at enters the
�Nothing Compares�.�_

project site from the southeast and is cunently piped under SR 3368 via a 24" RCP. I�ICDOT
proposes to replace this pipe and install a new, 36" RCP to satisfy current design criteria and
decrease outlet velocities. It will be buried 7" (required 20%) aud will not exceed the footprint of
the existing pipe. There are no deck drains proposed on this bridge. The project drainage system
consists of an inlet pipe system on the southeast side. Discharges from these pipe outlets will be
attenuated on riprap pads located outside the riparian buffer areas and will be diffused by existing
topographic conditions before flowing to the riparian buffer. There are no utility relocations
proposed with this bridge replacement. Proposed Riparian Buffer impacts include 3,065 square
feet in Zone 1 and 947 square feet in Zone 2 to accommodate the bridge. On May 17, 2016,
NCDOT NES unit surveyed for the Small whorled pogonia wiUiin the project boundaries. There
were no specimens nor habitat found; further, there are no occurreuces of this species with 1.0
mile per NCNIIP. Therefore, the Biological Conclusion for Small whorled pogonia is No Effect.
The Bald Eagle is protected in every county in North Carolina under the Bald and Gold Eagle
Protection Act; however, no suitable feeding/water source is located within one mile of the
project study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently
released the Programmatic Conference Opinion (PCO) for the recevtly listed Northern Long
Eared Bat (NLEB). Tlzis opinion, states in part, tl�at "... it is the Servrce's co�afere�ace opinio�a that
NCDOT activities in easte»� North Caroli»a (Davisions 1-8), as proposed, are not Idkely to
jeopardize the continued existence of the NLEB. "

General Project Narrative: Replacement of Bridge No. 400272 on SR 3368 (Watchtower Road) over Climax Creek in Guiltord County north of Julian, NC. Proposed 65' long by 30' wide single-span bridge
(Description of Minimization of Water to replace existing 35' long by 22' wide double-span bridge. The proposed grade is about 0.25' above existing ground in the vicinity of the bridge and roughly matching existing
Quality Impacts) by about 200' left of stream and about 200' right of stream (looking downstream). Bridge No. 400272 is within the Cape Fear River Drainage Basin and shall adhere to the
Jordan Lake Riparian Buffer Rules. The proposed bridge will have no direct discharge into the water or buffers. Stormwater runoff on the existing bridge discharges directly into
the water for the full length of the bridge. No deck drains will be installed. Stormwater runoff from the proposed bridge is to flow to one (1) proposed drop inlet at the east
approach. Stormwater runoff will be discharged at minimum practicable slopes, yeilding minimum velocities. Discharge will be diffused with a riprap pad at the pipe outlet
(Q10=0.3 cfs, V10=0.7 ft/s), which the existing drainage does not benefit from. An existing 24" RCP cross pipe at -L- Station 14+83 will be relaced with a 36" RCP to satisfy
current design criteria and decrease outlet velocities. It will be buried 7" to satisfy BMP guidelines and will not exceed footprint of existing pipe so as to avoid stream impacts
due to fill to Intermittent UT to Climax Creek (not buffered). All proposed stormwater runoff is discharged as far away from the stream and at lowest velocities as practicable.
No impacts to wetlands in SW quadrant.
