Overall, the 2007 growing season showed 30% survival of trees in the wetland area, and 11 % in the buffer/stream enhancement. They did major replanting in 12/07. Since the wetland portion of the project is actually enhancement (it was approved as restoration, but all they did was plant, no hydrological modifications), and the stream mitigation was also enhancment (planting of buffers), then the vegetation is the critical element for this mitigation site. We are propisng that they reset their monitoring clock to reflect the 2008 growing season as year 1 of their required five-year monitoring. Please provide your thoughts. DWQ will be requiring resetting of the clock for the buffer mitigation. I thought I would check with you to get our agencies on the same page, and have them reset the clock for the project.
