This e-mail serves as approval from DWR to conduct dredging activities as requested during the moratorium
period. These activities shall be conducted in accordance with the conditions in the Special Use Permit issued by the US
Fish and Wildlife Service on 6/5/15. All the conditions of the original Water Quality Certification issued on December 5,
2006 (DWQ project # 20061726) and any subsequent modifications still apply except where superseded by this

Subject: Stumpy point Emergency Ferry Route
Hey Tracey,
I had the Stumpy point Emergency Ferry Route channel and basin surveyed earlier this month. The mooring slips have
become shoaled in to where the ferries cannot dock in those slips. With hurricane season approaching the safety of the
public on Hatteras Island depends on the Emergency Ferry Routes in the event Highway 12 becomes impassable. Our
current permit, SAW-2006-41252 expires 12-31-16. I am asking for approval to dredge the mooring slips inside the
moratorium so we can provide service and supplies to the public if Highway 12 becomes compromised. I have attached
the latest survey with the proposed dredging area highlighted. There is approximately 4,550 cubic yards to be
dredged. All spoil will be deposited in the USFWS spoil site. I have attached a map showing the location of that site. If
you need anymore information, please let me know. Thanks.
