Sihcer y, �ayne W ins, CPESC #3389 Odom Engineering PLLC Project Narrative Swiftwater Farm, Polk County, North Carolina Project description: This project is for the replacement of an existing (48") metal culvert pipe at the entrance of Swiftwater Farm property off Hwy 9 in Polk County, North Carolina. The existing culvert pipe is in poor operating condition and is hydraulically undersized. A new concrete box culvert (8' x 8'x 65' length) is proposed to be constructed beside the existing pipe. The existing pipe will carry the normal stream flow during the construction process. Following completion of the new culvert and stabilization of the disturbed areas the old culvert pipe will be removed and the flow diverted into the new box culvert. 1 PROJECT HISTORY The Owner is currently utilizing an entrance driveway located off Hwy 9 in Polk County, North Carolina. The entrance driveway crosses a tributary of the Green River that is currently flowing through a hydraulically undersized (48") metal culvert pipe. The culvert pipe is past the useful service life of the pipe material and poses a hazard to traffic crossing over the culvert pipe at a depth of 20' below. The proposed construction will install a new concrete box culvert properly sized to carry the design storm and provide and ensure safety at the property entrance. 2 OWNERSHIP INFORMATION The Owner of the property is Green River Acres, LLC. The authorized representative is Mr.David Nelms. Approximate stream width - 4 If. and proposed construction length = 65 If. Located at the entrance driveway to Swiftwater Farm off Hwy 9 in Polk Co. Latitude 35.332214, Longitude -82.184844 Method of installation and minimization of impact to the watercourse: Establish a point of control at the upper and lower limit of the stream crossing impact area. It is recommended to install an environmentally safe coir wattle in the streambed upstream and downstream of the proposed construction area. The stream is a tributary of Green River, adjacent to Highway 9 road right-of-way at the Swiftwater Farm driveway entrance. Install coir wattles,across the stream bed to prevent sediment from migrating downstream of the project work zone and to prevent the discharge of heavy sediment laden water while the utility line is being installed. Securely stake the coir wattles in place and maintain the wattles in clean working condition until the project is complete. The general practice for the proposed box culvert installation is to establish, to the extent practicable, a work in the dry environment by maintaining stream flow through the existing metal culvert while the new concrete box culvert is being constructed. Additional practices may include: 1) Sand bag and by-pass pumping around of the watercourse or 2) Sand bag coffer dam with a temporary geo-textile lined channel or corrugated flexible pipe sized sufficiently to carry the stream flow. Other practices to convey the existing stream flow must be approved by the Engineer prior to commencement of work. Any construction activity in an existing watercourses must include. Removal of the existing stream bed material; rock, cobble and sand materials and set aside for re use when the construction activity is complete. Backfill the newly constructed facilities with native soil materials and re -install the stream bed materials to match the line and grade of the existing stream bed. Any sediment accumulations discharged into the watercourse from the construction activities shall be removed by "shovel and bucket method". Remove all sediment to the stream bed level without removing rock, cobble or gravel streambed materials. Turbitidv standards: Water quality standards shall be monitored by obtaining water samples upstream of the work zone. The water quality discharge from the work zone shall be maintained, as closely as possible, to the same clarity of the watercourse upstream of the utility line installation area. Final cleanup and restoration of surfaces: All disturbed areas involved in the project shall be restored to as good or better condition as they were prior to commencement of the project.. Following concrete box culvert and winged headwalls installation the stream bank slopes shall be re-established and the areas shall be prepared for seeding with the North Carolina Mountains Riparian mix (Ernst Seeds — ERNMX- 34) and covered with Coconut fiber rolled matting materials. Other methods of stream slope re - vegetation, including seeding specifications prepared for this project, both temporary and permanent, must be approved by the Engineer prior to use in the stream slope restoration area. All areas disturbed by activities of the project construction shall be restored, stabilized and approved by the Engineer prior to project completion. Final approval and inspection: Final inspection and project closeout will,be determined by the Engineer. Inspection by the USACE representative and NC Division of Water Resources representative will depend on jurisdiction and permitting.
