Each drawing should include grading and drainage areas along with all impervious area identified and dimensioned. The application states that impervious area will not change significantly as the basis for the project not providing a stormwater management plan (SMP). The site reconfiguration includes 129,527 SF of new usable area some of which will be tractor trailer and vehicle parking areas which will likely be considered as impervious surface. Therefore unless I've misunderstood something, a SMP should be developed since the 401 WQC will require its local approval and submittal to DWR prior initiating any impacts authorized under the 404/401. The stated purpose shown on the 401, at the time, was for truck safety (because of single lane access across the stream). The associated 404 for the project stated the purpose was for the construction of a storage facility. The impacts were conducted, but was never utilized for either purpose stated. Currently an additional 269 If is proposed for impact. That takes cumulative impacts to 418 If. Only 299 If of mitigation is proposed. Mitigation should be requested from the DMS for the cumulative impacts. A site plan indicating how the site is to be utilized must be provided. The general idea does allow any analysis of the proposed purpose/need, thus avoidance and minimization. Given the site limitations due to the wetland and stream that cross the property. This site may have reached its limitation on usability without total "piping" the entire stream to make use of the property going forward. Until the mitigation is clarified and a proper site plan is provided, this project will be placed on hold. Include the post construction/industrial stormwater plan/layout for the site.
