(Geosyntec) has prepared this Cape Fear River PFAS Outfall 004 NPDES Permit River Transect Monitoring - 2024 Report for The Chemours Company, FC, LLC (Chemours). This annual report provides the quarterly monitoring results for per- and polyfluoroalkyl substances (PFAS) concentrations collected in 2024 from four transects along the Cape Fear River, pursuant to the requirements defined in Section A.(7.) of the Final National Pollutant Discharge Eliminations System (NPDES) Permit for Outfall 004 dated September 15, 2022 (Permit NC0090042, hereinafter "Permit"). The first sampling event occurred on November 1 and 2, 2022, within 60 days of the approval of the Permit. This is the third annual report prepared since issuance of the Permit. Chemours operates the Fayetteville Works facility in Bladen County, North Carolina (the Site) (Figure 1). The Site is within a 2,177-acre property at 22828 NC Highway 87, approximately 20 miles southeast of the city of Fayetteville. Prior to issuance of the Permit, Chemours installed multiple remedies to capture PFAS at the Site and to prevent PFAS from reaching the Cape Fear River, including the Outfall 003 treatment system, Outfall 002 stormwater treatment system (SWTS), and on -site seep interim flow -through cells (FTCs). Since the issuance of the Permit, Chemours installed additional remedies, including the groundwater extraction system, seep ex -situ capture system, and the barrier wall remedy. The groundwater extraction and barrier wall were fully operational on June 11, 2023, making 2024 the first complete year that these remedies were fully operating. In addition to sampling the four river transects, Chemours monitors the Cape Fear River at Tar Heel Ferry Road Bridge (or Tar Heel), approximately 7 miles downstream of the Site. Tar Heel is a well -mixed location along the Cape Fear River (Geosyntec, 2018) and is sampled more frequently than the river transects (twice weekly since 2020'). Data collected from Tar Heel provide a more comprehensive understanding of the river concentrations with time, as there is inherent variability among in -river PFAS concentrations, river flows, and weather conditions (i.e., rainfall). It is therefore critical to incorporate the data collected from Tar Heel when evaluating trends in the PFAS concentrations and mass discharges (or mass loads) at the Cape Fear River. 1.1 Monitoring and Report Objectives The primary objectives of the monitoring are as follows: 1. Provide the concentration trends for the three PFAS indicator compounds (HFPO-DA, PFMOAA, and PMPA) at the river transects, as per Permit requirements. ' CFR-TARHEEL is sampled pursuant to the requirements of paragraphs 1(a) and 1(b) of the Addendum to Consent Order paragraph 12 (CO Addendum) and paragraph 16 of the executed Consent Order (CO) (dated February 25, 2019) between the North Carolina Department of Environmental Quality (NCDEQ), Cape Fear River Watch, and Chemours. Compare the results from the river transect sampling to the results collected in the Cape Fear River at Tar Heel Ferry Road Bridge (or Tar Heel). 3. Evaluate if there is a decrease in concentration and loads in the Cape Fear River since the start of the river transect sampling program using data from the transect sampling and the Tar Heel sampling programs that allow for Chemours to discontinue quarterly river transect sampling program. 1.2 Report Organization This report is organized as follows: • Section 2 presents details of the field work conducted (e.g., samples collected, measurements taken) and the laboratory analyses completed. • Section 3 presents the sampling results. • Section 4 presents the mass discharge calculations, and a comparison to the results from Tar Heel. • Section 5 requests discontinuing river transect sampling based on reductions in river concentrations and loads presented in Sections 3 and 4. • Section 6 provides a summary and conclusions of the river transect sampling in 2024. TR1287 -Cape Fear River PFAS Outfall 004 NPDES River Transect Monitoring- 2024 Report 4 January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD 2 SAMPLING ACTIVITIES AND LABORATORY ANALYSIS Field work associated with collecting data for this Outfall 004 NPDES Permit River Transect monitoring program was completed by Parsons of NC (Parsons) and Geosyntec. Four sampling events occurred during 2024: • First Quarter 2024 (Q1 2024): March 12, 2024 • Second Quarter 2024 (Q2 2024): May 1, 2024 • Third Quarter 2024 (Q3 2024): September 4, 2024 • Fourth Quarter 2024 (Q4 2024): November 13, 2024 The scope of sampling and analysis conducted are presented below. 2.1 Sampling Activities Surface water grab samples were collected and analysed for PFAS at the following four transects along the Cape Fear River (Figure 1 and Table 1). • Transect 1: North of Willis Creek • Transect 2: Adjacent to the Site • Transect 3: Between William O Huske Dam and Outfall 002 • Transect 4: Downstream of Outfall 003 and Georgia Branch Creek Three grab samples were collected at each transect, which were nominally spaced at 1/4, %2 and 3/4 of the distance across the river. Each sample was collected at the middle depth between the river surface and the bottom of the river at the sampling point. These samples were collected using a peristaltic pump and new dedicated high -density polyethylene (HDPE) or low -density polyethylene (LDPE2) tubing and dedicated silicone tubing for the pump head. In 2024, for each quarterly event 12 primary samples (annual total of 48 primary samples) and one field duplicate (annual total of 4 total field duplicates) were collected. Field parameters were measured for the primary samples and are provided in Table 2 and the field forms are provided in Appendix B. 2.2 Laboratory Analyses Samples were sent to Eurofins Scientific (West Sacramento, California). As per the Permit requirements, the samples were analyzed for Table 3+ Laboratory standard operating procedure (SOP) (20 compounds). The list of analytes is presented in Table 3. 2 Results from equipment blank samples collected by Chemours support the continued use LDPE tubing. TR1287 -Cape Fear River HAS Outfall 004 NPDES River Transect Monitoring- 2024 Report 5 January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD 3 PFAS ANALYTICAL RESULTS PFAS analytical results from samples collected at the river transects are presented in Table 4A through 4D. In 2024, the samples were within the acceptable temperature requirements for preservation during storage and shipping (i.e., between not frozen to 6°C with a target of 4°C) as outlined in the Chemours PFAS Program QAPP (AECOM, 2018). The laboratory reports and Data Verification Module (DVM) reports are provided in Appendix C. The analytical data have been reviewed and validated. The duplicate samples have been compared to the primary samples. Concentration trends for the three PFAS indicator compounds (HFPO-DA, PFMOAA, and PMPA; reported in nanograms per liter [ng/L]) are presented in Appendix A, as concentration across the river transects, starting from the west sample (i.e., closest to the Site) to center sample to east sample (i.e., farthest from the site). 3.1 Data Validation Laboratory analytical data for the samples collected in 2024 were reviewed using the Data Verification Module (DVM) within the LocusTM Environmental Information Management (EIM) system, a commercial data management software program. Following the DVM process, a manual review of the data was conducted. The DVM and the manual review results were combined in a DVM narrative report for each set of sample results which is consistent with Stage 2b of the USEPA Guidance for Labeling Externally Validated Laboratory Analytical Data for Superfund Use (USEPA, 2009). The DVM narrative report summarizes which samples were qualified (if any), the specific reasons for the qualification, and any potential bias in reported results. The data usability, in view of the project's data quality objectives (DQOs), was assessed, and the data were entered into the EIM system. The data were evaluated by the DVM against the following data usability checks: • Hold time criteria • Field and laboratory blank contamination • Completeness of QA/QC samples • Matrix spike/matrix spike duplicate recoveries and the relative percent differences (RPDs) between these spikes • Laboratory control sample/laboratory control sample duplicate recoveries and the RPD between these spikes • Surrogate spike recoveries for organic analyses • RPD between field duplicate sample pairs A manual review of the data was also conducted, which included visual inspection of sample chromatograms for appropriate integration and retention time, verification that detections in field or equipment blanks have been applied to all applicable samples, and review of temperature TR1287 -Cape Fear River PFAS Outfall 004 NPDES River Transect Monitoring- 2024 Report 6 January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD requirements for sample preservation during storage and shipping. Based on the results of the DVM plus manual review, the following data evaluation qualifiers were applied to the analytical results as required: • J - Analyte present, reported value may not be accurate or precise. • UJ - Analyte not present above the reporting limit, reporting limit may not be accurate or precise. B - Analyte present in a blank sample, reported value may have a high bias. The DVM narrative reports are provided in Appendix D. Overall, the DQOs were met for accuracy and precision. The data collected are believed to be complete, representative, and comparable, with the exception of R-PSDA, Hydrolyzed PSDA, and R-EVE; matrix interference studies have shown that quantitation of these compounds is inaccurate due to interferences by the sample matrix (Geosyntec, 2020). Results for these three analytes are J-qualified as estimated. 3.2 Equipment Blanks, Quality Assurance/Quality Control, and Duplicate Samples One equipment blank sample and one field duplicate was collected for each monthly sampling event, except the sampling event in May 2024, where an equipment blank was not collected. There were no other quality assurance/quality control samples collected for this reporting period. The reported PFAS were not detected in the equipment blanks. The results for the primary and duplicate samples had relative percent differences less than 30% for the reported compounds. 3.3 Analytical Results and Summary of Findings Within each transect, the indicator PFAS concentrations were not detected above the reporting limit or detected at low concentrations, but either were similar or decreased from west to east. The concentrations measured at the river transect were also within the observed range at Tar Heel (Figure 2). Below the graphical presentation of results presented in Appendix A is described for each quarter. • Q1 2024 — March 2024 (Figure Al): The three PFAS indicator parameters were not detected above the reporting limit at all locations, except for the west sample at Transect 4, where PFMOAA was detected at 2.2 ng/L. • 02 2024 — May 2024 (Figure A2): The three PFAS indicator parameters were not detected above the reporting limit at Transect 1. HFPO-DA was detected in the center and east samples at Transects 3 (2.6 ng/L and 2.2 ng/L,, respectively), and in all three samples at Transect 4 (4.2 ng/L to 6.1 ng/L). PFMOAA was detected in the west sample at Transect 2 (4.8 ng/L); in the center and east samples at Transects 3 (7.6 ng/L and 4.8 ng/L, respectively); and in all three samples at Transect 4 (10 ng/L to 20 ng/L). • 03 2024 — September 2024 (Figure A3): The three PFAS indicator parameters were not detected above the reporting limit at Transect 1 and Transect 2. PFMOAA were detected TR1287 -Cape Fear River PFAS Outfall 004 NPDES River Transect Monitoring- 2024 Report 7 January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD in the west sample at Transect 3 (2.1 ng/L), and in the west and center samples at Transect 4 (3.2 ng/L and 2.1 ng/L, respectively). • 04 2024 - November 2024 (Figure A4): The three PFAS indicator parameters were not detected above the reporting limit at Transect 1. HFPO-DA was detected in all samples at Transects 2 to 4 (2.3 ng/L to 5.3 ng/L) except for the center sample at Transect 2. PFMOAA was detected in all samples at Transects 2 to 4 (2.3 ng/L to 15 ng/L). The table below summarizes the range of concentrations at each river transect. In 2024, for each sampling event, Chemours was able to use the newly re -furbished and re -opened W.O. Huske dam launch point to sample all the river transect locations on the same date, which minimized the fluctuations of river flows. PFAS concentrations will vary both between river transects and between sampling events, particularly with changing river flow volumes. At lower river flows, as observed in the Q2 and Q4 sampling events, inflows of PFAS compounds from transport pathways such as offsite groundwater will mix in lower volume of river water and consequently have higher concentrations. Although the concentrations vary with changing river flows, the PFAS mass discharge (product of concentration and flow rate; as described in Section 4) remains relatively consistent and low at the river transects. An instance of this is demonstrated by observing PFMOAA at Transect 4 location 401. In 2024, the mass discharge values listed in Table 5 were 0.64, 0.67, 0.58 and 0.54 milligrams per second (mg/s) while concentrations varied much more (2.2, 20, 3.2 and 15 ng/L). This same phenomenon of greater variability in concentrations compared to more stability in mass discharge is also observed in the data collected at Tar Heel and displayed in Figure 2. 3.5 Concentration Trends Over Time at River Transects Figure 3 presents the box and whisker plots of the Total Table 3+ (17 compounds) concentrations at the river transect grouped by sampling year (2022 through 2024). As shown in the table below, the median Total Table 3+ (17 compounds) concentrations have been decreasing over the years (2022: 7.1 ng/L; 2023: 3.9 ng/L; and 2024: non -detect). As well, the highest measured Total Table 3+ (17 compounds) concentration at Transect 4, where the highest concentrations were generally observed, was lower in 2024 (40 ng/L) than previous years (56 ng/L and 82 ng/L; Geosyntec 2023a; 2024a). These results are summarized in in -text table below. These observations show that the Total Table 3+ (17 compounds) concentrations decreased in 2024, which corresponds to the first full year of operating the groundwater extraction and barrier wall remedy. 3.6 Concentration Trends Over Time at Tar Heel Figure 3 shows that the Total Table 3+ (17 compounds) concentration trends at the river transects are consistent with Tar Heel, which consists of a much higher resolution of data over time. This indicates that the PFAS concentrations at Tar Heel can provide an understanding of the PFAS concentrations at the river transects. The rolling four -quarter average concentrations for Total Table 3+ (17 compounds) and the three PFAS indicator compounds (HFPO-DA, PFMOAA, and PMPA) were calculated to evaluate the concentration trends at Tar Heel over a quarterly basis. A rolling four -quarter average concentration captures the dynamics and inherent variability among river flows, and weather conditions (i.e., rainfall), which is well represented within a four -quarter timeframe. Starting with Q 12022 (which corresponds to four quarters after the end of the Tar Heel sampling baseline period [Q2 2020 through Q1 2021]), these quarterly concentrations were averaged from the preceding three quarters to calculate a rolling four -quarter PFAS average concentrations. Using the mass assessment datasets from Tar Heel, the rolling four -quarter average concentrations are either reducing over time or relatively consistent at low concentrations. Prior to the groundwater extraction (Q1 2023), the concentrations had decreased to a range from 74 ng/L to 35 ng/L, due to the remedies that have been implemented at the Site. After the groundwater extraction and barrier wall remedy had been fully operating (Q3 2023), the concentrations continued to reduce and ranged from 22 to 28 ng/L. These results are presented in Figure 4 and summarized in in -text table below. TR1287 -Cape Fear River PFAS Outfall 004 NPDES River Transect Monitoring- 2024 Report 10 January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD 4 PFAS MASS DISCHARGE CALCULATIONS To evaluate loading at the river transects, the analytical results from the river transect and the flows reported from W.O. Huske Dam (Station #2105500) were used to estimate the mass discharge for the three PFAS indicator compounds and Total Table 3+ (17 compounds). Specifically, the mass discharge is calculated as the product of the concentration of PFAS and the volumetric flow rate (reported in mg/s). Mass discharge is a robust method to understand loading to the river since concentration values can be significantly influenced by variations in river flows. The mass discharge results of the PFAS indicator compounds (HFPO-DA, PFMOAA, and PMPA) and Total Table 3+ (17 compounds) at the river transects are provided in Table 5. The Total Table 3+ (17 compounds) mass discharge results over time at Tar Heel3 and the river transects are plotted in Figure 3. 4.1 Mass Discharge Over Time at River Transects Figure 2 presents the box and whisker plots of the Total Table 3+ (17 compounds) mass discharge at the river transects grouped by sampling year (2022 through 2024). Similar to the concentration trends, the highest Total Table 3+ (17 compounds) mass discharges decreased in 2024 (1.3 mg/s) compared to previous years (2.3 mg/s to 2.7 mg/s; Geosyntec 2023a; 2024a), which corresponds to the first complete year of both groundwater extraction and barrier wall remedy were fully operating. The Total Table 3+ (17 compounds) mass discharge decreased since operating the groundwater extraction and barrier wall remedy. The in -text table below summarizes the river transects mass discharge by year. The mass discharge values at the river transects also fall within the range observed at Tar Heel, indicating a consistent relationship between the river transect and Tar Heel datasets. 3 The analytical results and mass discharge calculations in the Tar Heel, from January through November 2024, have been reported in the quarterly Cape Fear River PFAS Mass Loading Assessment Reports (Geosyntec: 2024b; 2024c; and 2024d). Tar Heel results from the fourth quarter 2023 (October 2024 through December 2024) will be provided in the Cape Fear River PFAS Mass Loading Assessment — Fourth Quarter 2024 Report, which is due to DEQ on March 31, 2025. TR1287 -Cape Fear River PFAS Outfall 004 NPDES River Transect Monitoring- 2024 Report I I January 2025 Docusign Envelope ID: 1 FCOFDFF-525E-4254-BED4-7OB31 CBCE6DD 4.2 Mass Loads Over Time at Tar Heel The mass loads estimated at the Cape Fear River are reported in the quarterly mass assessment reports (Geosyntec, 2024b; 2024c; and 2024d), which is calculated as a product of the mass discharge within a sampling time interval (pounds [lbs]). Using the mass loads calculated for each time interval, the rolling four -quarter sum mass loads for Total Table 3+ (17 compounds) were calculated to evaluate the mass loads at Tar Heel over a quarterly basis. Similar to the rolling four -quarter average concentration, the rolling four -quarter total mass loads allows for a quarterly cadence of evaluating Total PFAS mass load reductions over time. This metric also captures the dynamics and inherent variability among river flows, and weather conditions (i.e., rainfall), which is well represented within a four -quarter timeframe. The in -text table below, which was also presented in the Cape Fear River PFAS Mass Loading Assessment — Third Quarter 2024 Report (Geosyntec, 2024d), shows that the rolling four quarter sum of Total Table 3+ (17 compounds) mass loads at the Cape Fear River have been reducing from the baseline load over time. Prior to the groundwater extraction (Q1 2023), the total in -river load had been reduced to between 167 lbs to 373 lbs (or 61% to 82% from the baseline load), due to the onsite remedies that were in place. After the groundwater extraction and barrier wall remedy have been fully operating (Q3 2023), loads are further reduced to between 99 lbs to 138 lbs per rolling 12-month period (or 85% to 90% from the baseline load). Evaluating the data collected at Tar Heel using the rolling total four -quarter loads show that the Total Table 3+ (17 compounds) mass loads have been decreasing since the implementation of onsite remedies, and that the highest percent reductions have been achieved during quarters with the groundwater extraction system and barrier wall remedies fully operating. The evaluation of concentrations, mass discharges, and mass loads at the river transects (Table 6) and at Tar Heel show that PFAS has been reducing over time. The reduction is due to the multiple remedies that Chemours has installed to capture PFAS at the Site and to prevent PFAS from reaching the Cape Fear River, which includes the Seeps Flow -through cells, 004 Groundwater Treatment Plant, Outfall 003 System, and Stormwater Treatment System. In addition, the concentration and mass discharges estimated at the river transect are within the range at Tar Heel. Since sampling at Tar Heel shall continue twice per week pursuant to the requirements of paragraphs 1(a) and 1(b) of the Addendum to Consent Order paragraph 12 (CO Addendum), additional sampling at the river transects would not give any new information on the PFAS concentrations at the Cape Fear River. The Permit states that sampling at the river transects shall continue until NCDEQ approves a reduction. Since reductions at the river transects have been documented as required by the Permit, Chemours requests to discontinue the river transect monitoring specified in Section A.(7.) of the Permit. Chemours will continue to monitor the Cape Fear River at Tar Heel pursuant of paragraphs 1(a) and 1(b) of the COA. Samples were collected every quarter (March, May, September, and November 2024). Over 2024 both the concentrations and mass discharge values have decreased this year compared to 2022 and 2023, indicating that the groundwater extraction and barrier wall remedy have been effective to reduce PFAS from entering the Cape Fear River. The concentrations and mass discharge values at the river transects were within the observed range in the Cape Fear River at Tar Heel, which is a well -mixed downstream location at the Cape Fear River and sampled twice weekly. The concentration and mass discharge trends also closely align with Tar Heel, indicating consistency between the river transect and Tar Heel datasets. As per Permit requirements, sampling will continue until NCDEQ approves a reduction. Given that reductions in concentration and mass discharge are observed at the river transects, that reductions of mass loads are observed at Tar Heel, and that sample results at the river transects are consistent with Tar Heel, Chemours requests to discontinue river transect monitoring specified in Section A.(7.) of the Permit.
