PROJECT SUMMARY: The applicant proposes to construct access steps with a 4'x4' platform off the existing bulkhead, install one single pole jet ski lift, two floating jet ski docks and one pontoon scissor boatlift to an existing docking facility. PROJECT DESCRIPTION: The project site is located at 136 Skystasail Drive, adjacent to the Shandy Point Boat Basin, Masonboro Sound and the AIWW, in the city of Wilmington, New Hanover County. To locate the property in Wilmington take US Hwy 76 east to Greenville Loop Rd, turn left. Go about 3/4 of a mile and turn left onto Greenville Sound Road. Turn right on Shandy Lane and take an immediate left in to Shandy Point (Skystasail Drive). The property is located on the right past the marina basin. The property is adjacent to the Shandy Point Boat Basin on the west and south sides. The property is adjacent to residential properties on the north and east sides. The current elevation of the property is approximately 8' above mean sea level (MSL). The size of the tract is approximately .85 acres with 332.9' of shoreline. The lot is currently vacant and is stabilized by a wooden bulkhead. The previous structure on site has been relocated. Upland vegetation consists of lawn grass, oak trees and ornamental landscaping. The entire existing docking facility was replaced under CAMA General Permit number 43259, issued to Mr. David Greer on December 7, 2005. There is an existing deck below normal high water (NHW), measuring approximately 31' in width and 12' in length. An access ramp leads onto a floating dock measuring 8' in length by 10' in width at the base of the ramp, and a 44' in length by 8' in width floating dock at the waterward end. The floating dock runs parallel to the shoreline off the eastern property line. The existing docking facility currently accommodates three (3) vessels. The application states that the water depth around existing structures range from approximately -5' to -8' at normal low water (NLW). The Land Use Plan classifies adjacent waters as Conservation. The waters of Masonboro Sound are classified as SA by the NC Division of Water Quality. These waters ARE designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries, but they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct access steps with a 4'x4' platform off an existing bulkhead, install one 5'x12' jet ski single pole lift, install two 5'x12' jet ski floating docks and one 8'x20' pontoon scissor boatlift in the Shandy Point Boat Basin to an existing docking facility. The proposed 4' x 4' platform and steps would extend off the existing bulkhead south of the existing deck near the western corner of the property adjacent to the boat basin. The proposed 5' x 12' jet ski single pole lift would extend off the western side of the existing deck. The two proposed 5'x12' jet ski floating docks would extend off the northern side of the existing 8' x 10' existing floating dock. The proposed 8' x 20' pontoon scissor boatlift would extend off of eastern side of the existing 8' x 44' floating dock. The application states the proposed structures would be constructed to provide boat and jet ski docking for private use for up to five (5) vessels. 10. ANTICIPATED IMPACTS: Minor increases in turbidity should be expected during construction. The proposed structures would extend approximately 46 feet into the waterbody measuring approximately 244.1' across, which would conform with the 1/4 width rule. The docking facility would not encroach into the 15' riparian corridor setback requirement. The proposed structures would incorporate an additional 356 sq. ft. of Estuarine Waters and Pubic Trust Area. We would like to add one floating boatlift to go in the place of our existing back slip to keep my sons small boat out of the water. I would also like to add three Jet Ski lifts to our dock. Two floating lifts and one pole lift to be located on the pier. We are always using our jet skis with the family and do not have access to a boat ramp close by and would like to keep our jet skis at our dock during the summer months. I do have 332.9 feet of shore line and feel that we have enough shore line to support our request. I would also like to install a four foot by four foot platform off of the bulkhead with a set of steps down to the water to be able to access the bottom to do bulkhead repairs and maintenance to the dock. This maintenance would be cleaning off the bolts and replacing bolts when necessary. Also my family likes to go swimming in the basin and have a hard time getting out of the water safely, so these steps will be a big plus for helping them out of the water. The total square footage for the decks after we install the two jet ski lifts will be 820 square feet. Thank you for your consideration in this matter and I hope to here back from you soon. To build a set of steps from the bulkhead to access water will onty require the use of small hand tools that will not be stored on site. Slips are availible to install jet ski float on lifts and one lift to be installed to existing dodo that will pick up boats from the water.
