The alignment in question was relocated to the present location per a discussion with Lia Myott. The Town of Cary purchased easements from citizens, at a substantial expenditure of time and money, thinking this was the best, least destructive alignment possible. If the sewer main is moved downstream, from its proposed location, the pipe will cross the stream in an aerial manner, approximately 1 to 1.5 feet from the creek invert, causing a possible flooding problem. Also, if the sewer main is moved downstream from its proposed location, this will move the sewer main into the Zone 2 buffer of the lake, increasing the overall amount of the Zone 2 buffer impacts from 406 ft2 to over 1,500 ft2. If the sewer main is moved upstream, from its proposed location, the sewer main will be installed in a much deeper trench, thereby increasing the width of the easement required for installation, and increasing the amount of buffer impacts. The existing easement is 20 feet wide. If the sewer main were moved upstream, the easement would be either 35 or 40-feet wide. The determine the actual width, the Town would have to send a survey crew into the field to collect more topographic information. If the proposed 20 foot easement were increased to 35 or 40 foot, this would in turn increase the buffer impacts. Also, if the sewer main were moved upstream from its proposed location, it would necessitate the removal of eight mature trees, instead of two. If these eight trees are removed, no buffer will remain in this area. At this time, the Town, feels that there is no practical alternative other than the alignment shown in the original proposal. We feel that this alignment is the most environmentally protective approach in this particular situation. If there is continued disagreement, we would ask that someone from your office meet with Town Staff at the site, so that we can come to an agreement on a final alignment.
