EXPRESS REVIEW ACCEPTANCE LETTER
Drayton Reserve Subdivision

Project Name: Drayton Reserve Subdivision
Wake County
On February 19, 2008, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received a
request from Mrs. Jennifer Burdette of Burdette Land Consulting, Inc., regarding a project known as "Drayton
Reserve Subdivision" for acceptance into the Express Review Program. This letter advises you that your project
will be accepted into the Express Review Program once the following items are received:
1) The application fee of $3,000,00 [for 401 Water Quality Certification with minor impacts ($1,000) +
Riparian Buffer Authorization ($2,000)], made payable to the North Carolina Division of Water Quality];
2) One (1) copy of the completed PCN Addendum
(http://h2o.enr.state.nc.us/ncwetlands/documents/MicrosoftWord-
PCN Addendum 10 O1 06 OOO.pdf); and
3) Five (5) complete and collated copies of the PCN Application and supporting documentation -see PCN
Addendum (instead of providing 5 copies of the full size plans you may provide two copies of the full size
plans along with three copies of the 11 X 17);
4) Three (3) copies of all supporting stormwater information pertaining to this project including
a. Entire site development layout plans delineating all drainage areas (drainage areas with greater than
24% impervious surface will need the following documentation:
i. Design calculation sheets for all proposed BMP(s) sized for both on-site and off-site
drainage;
ii. BMP supplements for each proposed BMP and Required Items Check List (available at
http://h2o.enr.state.nc.us/su/bmp forms.htm) along with all required items (this includes
one (1) original and two (2) copies of notarized Inspection & Maintenance Agreement for
the stormwater management facilities.); and
iii. Detailed construction drawing sheets shall include Erosion and sediment control plans (to be
approved by the Division of Land Resources) and Installation and Planting schedules for the
proposed BMPs.
5) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color). If the
plans are too large to store in TIFF format, they can be stored in PDF.
Additionally, apre-application meeting (to include the property owner) is required prior to the submittal of your
completed application package. Your pre-application meeting has been scheduled for February 22, 2008 at
9:OOam. Due to lack of staff availability, your project cannot be accepted until February 27, 2008. The clock for
this project will not start until receipt of the completed application package and required fee are received. If the
impacts are greater than indicated on the Initial Interest Form and/or the services are different, you may be
required to remit an additional fee. If you have any questions or wish to discuss these matters further please do
