Please be reminded of the following items: Upon completion of all construction activities necessary within the borrow site AND PRIOR TO FINAL ACCEPTANCE OF THE CONSTRUCTION PROJECT, ensure that the disturbed areas are completely stabilized with a substantial stand permanent vegetation to prevent erosion. The type of vegetation should meet the reclamation plan seed mixture. After FINAL APPROVAL from the Department ensure that all temporary sediment controls have been removed (if not needed) or left with property owners written consent. All temporary and permanent erosion control items will be paid far in accordance with the contract. Any changes to the borrow site Erosion Control Plan must be noted and kept onsite. NPDES records must be kept onsite for this specific Borrow Pit and updated weekly or after every Yz inch of rain. The plan must indicate setbacics to adjacent properties, buffer zones and if de-watering is required and the pit is located within the 15 county region of the CCPCUA, the GPS coordinate location of any well located within 1500 ft. of the pit. I understand that this plan, when approved, will serve as a guide in controlling erosion and sediment in accordance with the Mining Act and the Sediment and Pollution Control Act and as enforced by the North Carolina Department of Environment and Natural Resources (DENR). The site was evaluated for aquatic resources, wetlands, threatened and endangered species, terrestrial resources, and wildlife habitat. BREC, PA. has been approved by the NCDOT to perform these evaluations. A. Present Use and Existing Conditions The proposed site presently consists of vacant uses. The property was bought and / or taken by NCDOT through Eminent Domain. The property once contained single family residences on approximately 0.5 to 1 acre lots. The property is now vacant and sparsely vegetated with large oak trees. A field survey of the proposed borrow site and search for rare species, aquatic habitat and wetlands was conducted on March 16, 2016. Past Use As reviewed in Historical ortho photography housed in the Soil and Water Conservation District, forest land and residential usage has been continuous since at least 1944 and verified through imagery in the years 1958, 1966,1996 and 2004. D. Vegetative Considerations Proposed vegetation (see Reclamation Plan) consists largely of existing species and is consistent with both the past and present uses. The vegetative community consisted of various species of mixed hardwood trees such as oak sp., hickory sp. and maple sp. Along the upslope areas the predominant herbaceous species is fescue sp. E. Threatened or Endan�ered flora and fauna A review of the site and proposed areas did not reveal the presence of any federal threatened or endangered species or habitat. Furthermore the potential of presence of these species is low due to present and past management, topography, and past disturbance. A list of species that have been known to occur are attached. This listing was acquired from the USFWS website which maintains a listing for section 7 species for Forsyth County, the list was used in site analysis and our determination that no effect will occur to federal threatened and endangered species or habitat. Below is our discussion of each of these species from the referenced list and there known habitats. Bog turtle Clemmys muhlenbergii Bog turtles live in the mud, grass and sphagnum moss of bogs, swamps, and marshy meadows. These wetlands are usually fed by cool springs flowing slowly over the land, creating the wet, muddy soil needed by the tu�tles. Because there are no wetlands on this site or adjacent to this site we believe that no effect will occur to this habitat. Northern Long-Eared Bat Myotis septentrionalis During summer; northern long-eared bats roost singly or in colonies underneath bark, in cavities, or in crevices of both live and dead trees. Males and non-reproductive females may also �oost in cooler places, like caves and mines. This bat seems opportunistic in selecting roosts, using tree species based on suitability to retain bark or provide cavities or crevices. It has also been found, rarely, roosting in structures like barns and sheds. Northern long-eared bats spend winte� hibe�nating in caves and mines, called hibernacula. They typically use large caves o� mines with large passages and entrances; constant temperatures; and high humidity with no air currents. Specific areas where they hibernate have very high humidity, so much so that droplets of wate� are often seen on their fur. Within hibernacula, su�veyors find them in small crevices or cracks, often with only the nose and ears visible. Because there are no large caves or mines with large passages and entrances; constant temperatures; and high humidity with no air currents this site may affect but is not likely to adversely affect this habitat. : Small-Anthered Bittercress Cardamine �nicranthera Small-anthered bittercress is an erect, slender perennial herb with fibrous roots and one (or rarely more) simple or branched stem growing 7.9 — 1 S. 8 inches (in) 2- 4 decimeters tall. Basal leaves are 0.4 — 2 in (1 — 5 centimete�s; cm) long, and 0.2 — 0.8 in (0. S- 2 cm) wide. The stem leaves are alternate and mostly unlobed, 0.4 — 0. 6 in (1 - 1. S cm) long. Flowering and fruiting occur in April and May. The flowers, surrounded by leafy bracts, have four white petals, six stamens, and small, round anthers. Small-anthered bittercress is found in seepages, wet rock crevices, stream banks, sandbars, and wet woods along small streams, in fully to partially-shaded areas. Wildlife Habitat With respect to wild game and in accordance with the North Carolina Wildlife Resources Commission the site will have no negative impact on wildlife habitat. G. Water Qualitv Considerations The appropriate sediment and erosion control techniques have been included in the borrow site reclamation plan that adequately protect against sedimentation and turbidity. The site characteristics such as topography, buffer (greater than 50' from Fill), and distance provide adequate protection to surface and groundwater resources. We have found and identified wetlands on the site adjacent to the project area, please see the enclosed plans for the locations and depiction of the aforementioned wetlands. These wetlands have been flagged in the field; no wetland is within 50' of the project area. We did not identify any streams, springs, or seeps in the project area.
