Comments: As per our discussion regarding revision of the triage and delegation processes,
please review the attached file. Note that you are the first reviewer, so this file will need to be
reviewed for administrative as well as technical details. If you elect to place this project on hold,
please ask the applicant to provide your requested information to both the Central Office in
Raleigh as well as the Asheville Regional Office. As we discussed, this is an experimental, interim
procedure as we slowly transition to electronic applications. Please apprise me of any
complications you encounter, whether related to workload, processing times, or lack of a "second
reviewer" as the triage process in Central had previously provided. Also, if you think of ways to
improve this process, especially so that we can plan for the electronic applications, let me know.

I have attached for your review the Cash Receipts Batch Details for Batch WT2008020601 and
WT2008021803. I've highlighted on each batch the two payments made by Krichco Construction, Inc.
and included the check copies from each batch.
The first submission was made February 4, 2008 and the second submission came in February 14, 2008.
The agent, Krichco Construction, Inc., sent in application sets and fee both times. DWQ made the
assumption that the project was a version 1 and version 2 scenario and set up accordingly.
Subsequently it was determined that the second submission was made in error.
I am requesting a full refund in the amount of $240.00 be made to:

is there a reason that this project has a ver. 2? what the contractor told me was we didn't have a record of receiving the
first version so he was asked to send another one? I think he had discussions with Ian. They are completely the same
